Engineering illustrates and describes the first steam railway in England to be changed to electric traction--the Morsey Tunnel line between Liverpool and Birkenhead, originally opened for traffic on February 1, 1880. Extensions were soon found inecessary at both ends, and mindo At different periods various altera. tions have been carried out, with a view to stimulato traffic, but, owing to the great depth of the tunnel, it has never been possible to ventilato, it afficiently, and the line has never worked satisfactorily from a financial point of view, largely through its sanitary defects. N.B.-It may possibly happen that one or both of the vertical lights on one yard- arm of the temporary Light-vessel miny bo obscured by her own masts or funnel to a vessel that is approaching her when she is swinging across the channel.

inghouse double-current generator. The normal full-load capacity of each set is 1650 horse-power approximately, with steam at a pressure of 190 lb. per square inch, and a speed of 94 revolutions. Each machine has a rated capacity of 1250-kilowattdirect-current at a pressure of 650 volts, or three-phase alternating current at a frequency of 25 periods per second. No provision has been made for using alternating-current in con- nection with the Mersey Railway at present, and the whole of the route is supplied with direct-current as generated. There are nineteen main feeders running from the power station to various parts of the line.. The whole of the track has been relaid, several alterations in the crossings having been found necessary, on account of the clearance differences introduced by the new rolling stock Besides this every third sleeper required to be 3 in. longer than the others, for the fitting of an insulator for the positive conductor rail. The electric trains, continues Engineering, will consist of two motor cars-one at each end-with either two or three trailers, according to the re- quirements of the traffic. The present number of vehicles forming the entire electrical rolling stock includes 24 motor cars and 33 trailers. Of the motor cars there are 21 first-class and 12 thin-class, the former having seating accommodation for 48 passengers, and the latter scating accommodation for 50. Of the 33 trailer cars, 11 are of the first-class type, each accommodating 60 passengers each. The remaining five are composite cars, each of which provides seating accommodation for 22 first-class and 40 third-class passengers. There are no second-class bookings. The cars have a central passage affording a large standing room..

MR CHAMBERLAIN'S FISCAL POLICY.

LONDON: May 26, 1903, Mr Chamberlain's reply to the Liberals is very lengthy. It says that no prefer ential trade proposals have been made to the Colonies and that there have been no recent negotiations on the subject.

The Opposition intend to call attention: to Mr Chamberlain's declaration of fiscal policy, pressing Mr Balfour to

say whether he and his colleagues share Mr Chamber- lain's views; and if, as it appears, Mr Chamberlain spoke for the Government. Sir Henry Campbell Bannerman" will pro- bably ask for an opportunity for discussing the whole question in the House. THE ANTARCTIC EXPEDITION.

Mr Balfour, in reply to questions urging the Government to assist in relieving the Discovery, ice-bound in the Antarctic, said the Government was prepared to contribute,but he strongly consured the Royal Geographical Society for not counting the cost when equipping such an expedition.

To this end it recommends the formation of a Railway Board composed of specially qualified men of home training. Regarding finance, Mr Robertson advocates the formation of a Kailway Fund to be applied to improvements on State Railways to be started with a contribution of fifteen crores of rupees from Government.
