THE RUSSIANS AT NEWCHWANG,

The Newchwang correspondent of the N.-C. Daily News wrote on the 4th ịnst. -- The long-looked for 8th of the 3rd moon is gone and we now find ourselves at the 8th of the 4th monn, yet still this much despised little port is held by our gallant defenders-for heyond the evacuation of Moukdon and less important towns to the North of that city the Russians have given no sign of their intended departure. The generally accepted opinion regarding the departure of the troops from Mookden and this port, and their return on the following day, is that the move was made simply to show the Chinese (who were perceptibly elated, to the point of cheek iness to foreigners) that the troops could and would return whenever it pleased the Authorities to send them, but this does not account for the fact that the intes of Moukden were not handed over until the fual evacuation of the city on the 11thr ultimo; and the move in handing over unimportant" (from a trade point of view) contres was evidently an act of restaurance intended to intensify the shock of the demands And terrorisë the present

Leo B'in- San, the Taotai of this port nomina- tod by the Russian Military Gover- nor in Moukden and a poor tool in his bands, is unwittingly delaying his chances of proving his capability to his Govern ment, and at the instance of the Russians, it is said, has been instrumental in sur rounding the port with a cordon of likin

by a China- man yesterday requesting him to preserve the sender's hong aud to inform “hini whether it was safe in Nowchwang, One of the many reasons for the undoubted advent of war, and perhaps the most amusing given by the Chinese soothsayers, is the low premium on roubles, with which the Russians are supposed to be flooding tho-maket pending their forced departure (For there is little doubt in John's mind that pressure will be brought to bear) when the notes will be practically useless and ́ the Russian Government thereby derive a considerable profit as compensation for vanquished hopes.

LOG BOOK REPARTLE.

'Some pages from the diary of the first officer of one of the New Bedford whaling ships not only make interesting reading because of the principal subject treated, but they are written in such a way that they show very clearly a more than ordinary literary ability,' said the Doctor, who is always rominiscent.

"I have seen some log books the en- tries in which would have made splendid novels without much alteration, and I have noticed that the sailor man posses- ses a good deal more wit than be is usually credited with. One instance of this kind I think particularly good.

Captain E., who was a first-rate skipper and known as kind to his crew, was at times somewhat irascible and a great advocate of temperance. He was a total abstainer. His first officer, while not what you would call a drinking man, would now and then splice the main brace' rather tight; not so, how- ever, as to interfere in any way with his duties.

On one of these occasions, after writing out the log for the day, bo placed it in the cabin for Captain E. to sigu and to make any additional entry he might desire.'

The old man took a squint at him out of the corner of his eyes, and sniffed as he got a rather running whift of breath.

He said nothing, however, but grabbed the pen, and before signing the log made the entry - First officer drunk to-day.

First officer said nothing, but sawed wood-that is to say, in a nautical sort

of a way.

Next day when the log was placed before the Captain it contained this entry by first officer -Captain sober to-day.

I think many people are under the im pression that every flat occupied by Chi- nose is cleansed and limewashed at least twice in every year under the supervision of the Sanitary Board, but a careful perusal of the byclaw (No. 4 under the heading of Domnestic Cleanliness. &c.") shows that it only applies to parts of buildings occupied by members of more than one family, so that (as I read the Byelaw), family house flats escape the regulation."

In a debate on the Navy estimates, Sir Charles Dilke urged that the Anglo-French friendship should be utilized to obtain an agreement between Franco, Russia and Great Britain with a view to the roduction Mr Arnold Foster of naval armaments. said the Admiralty must deal with facts as they are and not as they might be; that all the Powers were increasingly active, and notably the one from which the suggestion of a reduction originally emansted. There may be different opinions as to the value of disinfection, but no one can con- tend that cleanliness is other than benofi- cial, and I venture to suggest for the con- sideration of the Board that the Byolaw Abould be extended so as to cover such 'family flats."

A power of oxemption is given, and I think the Board might be trusted to en- force the Bye'aw with discretion.

Failing such su amendment as I have suggested, a good deal might be done under Byelaw 4 in the same set, which empowers the Board to compel the occupier of any domestic building to cleanse his promises.

Their existence is mainly due to the splendid energy and munificence of those of our parents who had sufficient enthusiasm and sufficient belief in the doctrines of their respective systems of religion to think it desirable that their children should be brought up in the Faith of their fore fathers.

As century; or if they do realise it, the pro- thro is ordinarily a large import of Mexi-bability is that they fail utterly to can and British dollars into the Straits, and subsequent export of them, we think it likely that when their import is prohibited thero would be a tendency towards a con- siderable drain of these coins from the Straits Settlements, and if the new dollars are freely supplied, the change of currency might be completed without any great delay.

ttle-

When the currency is so largely composed of the new dollars as to justify the measure, the Mexican and British dollars she'd be finally domonetised and the Straits nents would then be in the posit in which India was when the change of Standard was undertaken in that country, -with, however, the very important advant- age that there would not be an enormous proportion of the now coins either hoarded ur circulating in foreign countries, which night, by being thrown into circulation, indefinitely delay the establishment of the gold standard.

After the Straits Settlements had arrived at this stage, the procedure might be exact. ly the same as it was in the case of Indin, .., after sufficient Straits dollars had been coined to meet the requirements of business in the Colony and the adjoining States, the coinage of dollars would cesse until the exchange value of the dollar had reached whatever value in relation to the sovoreign might be decided on by the Government as the future value of the Straits dollar, After this stage is reached the Straits Government would issus the new dollars in exchange for gold, and at the fixed rate.

When the gold standard is established, it would not be indispensable that any gold coins should be made legal tender in the Colony and the States. But the Govern- inent should be prepared not only to give in exchange for a sovereign such number of

dollars as are hereafter declared equivalent to a sovereign, but also to give sovereigns in exchange for dollars at the same rate so as gold is available, or to give bills on long ago agents in London based on the

fixed rate of exchange.

The above method would be rather slow in operation and would involve some, though not very great, expendituro, but it would be a perfectly safe, and, wo believe, sure method of establishing a gold standard, involving no risk and creating the minimum of disturbance, while we do not anticipate that any very serious delay would occur be- fore the gold standard became effective. If the time within which the gold standard be- comes effective is unduly prolonged, the untter might be expedited by establishing gold reserve, and in any case we think that the profit made on the coinage of

dollars after the establ sbment of a gold re-

serve, the whole or any portion of it being, if thought, desirable, invested in gold

securities

There remain two matters on which wo think it expedient to offer some observa- tions. It has been represented to us that the trade of the Straits Settlements is Recompanied and facilitated by a large import and re-export of silver dollars, and it is feared that trade might be injured

Hongkong Tides.

The tide table given below has been compiled at the. Nautical Almanac Office in London from the result of the analysis of observations taken by means of an at- tomatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.

The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.

To obtain the depth of water on the tide gauge at the "Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamout Dock, Aberdeen, add 10 feet 6 inches to the height given in the table.
