The prospectus says this without once stopping for breath or punctuation, and thun utters this solemn truth which nobody can deny : 'A lino running vessels across the Atlantic in forty- eight hours will readily find passengers and freight to test its capacity.' The high rate of speed, the prospectus tells us, is attain- able by an entirely new method of applying the propelling power. It is not an attempt to improve on the universally accepted method of propelling steamships, but, .com. mences with a fundamental principle ard follows out new lines. An explanation *. of the system is contained in the pros. pectus. Following is an extract from it, with no attempt to straighten out bad sentances: We will use the side-wheel steamer (for illustration) as there is a slight similarity in the principle implied, A first-class vessel of this type is capable of attaining a speed of about 15 miles an hour, being propelled by two paddle wheels of about 30 ft. diameter with pad. dles 2 ft. deep by 10 ft. wide. Five of these paddles on each wheel would be in the water at the same time, but only three on each aide will be exerting a directing propelling force, as on each wheel one paddle would be entering the water and one leaving it, so that 66 per cent of the paddle surface in the water would be creating an unavoidable counter resistance. These 30 ft. wheels at fifty revolutions per minute travel about 4.500 ft. per minute. or 51 miles an hour. By deducting the 66% per cent counter resistance from the pad- dles at the rate of speed at which the vessel should travel is seventeen miles an hour, minus the resistance from the water and air which in this instance amounts to 2 miles. hour. In the bot- tom of the hull, the length of the vessel, four open tunnels or archways are built; at each end of the tunnels a 20 ft. driving wheel is located, and run- ning through ca tunnel and over the driving wheels is an endless paddle chain with paddles 6 ft. wide by 3 ft. deep set in the chain every 10 ft. General Kodama, Governor General of Formosa, reports to the Tokyo Govern- ment, under dato the 27th of April, that 421 cases of plague with 332 deaths have occurred in the Island from the beginning of this year.

Consequently, the Colony had to be placed on the intermittent system, and for many months only one or two hours' supply a day was allowed by the Water Authority.
