The object of our present visit to Japan is not only to see the Osaka Exhibition, but also to investigate your gold standard system, the organisation of your banks and your regulations regarding the stamp duties and other taxes with a view to the cul- lection of necessary material in case China- wishes to adopt similar institutions in the

future.

The Chinese request that the foreign Powers consent to receive payment of the indemnity in silver instead of in gold has been rejected by the Powers, but the Peking Government has not yet laken any definite steps toward the solution of the question. Neither has the proposal for the collection of the Customs duties in gold been decided either way.

* As to the evacuation of Manchuria, the Chinese Governniont has negotiated with the St. Petersburg Government as well as with the Russian representative at Peking, insisting on the speedy withdrawal of their troops from the above territory, and has obtained an answer to the effect that Russia will fulfil, without 'failure, her promise contained in the existing Manchu- rian convention. Therefore it may be expected that the Northern Power will evacuate Manchuria after all.

Ever since its inception at Edinburgh more than 125 years ago, the Encyclopædi Britannica has not failed to command tho contributions of the foremost writers of the day. In fact, to be invited to contribute to its pagos has long been regarded by literary men as a great distinction. Now that the Tenth Edition (35 vols.) of this colebrated work has been completed, it is interesting to note that, while the list of contributors to the present edition includes a host of notable names in every sphere of contemporary life, an equally distinguished company of literary men assisted in the work of preparing the carlier editions. Among thoso we find the ramos of Dugald Stowart (who was paid £1,700 for a Philosophical Dissertation,' in the supplement to the fifth edition) Sir Walter Scott. Macaulay Arage, Malthus, Ricardo, James Mill, Hazlitt, Du Quincey, Sir David Browstor, Kingsley and Professor Owen. The Tenth Edition, which is necessarily the largest ever issued, engaged the services of more than 2,000 writers (British, Colonial, European, and American). The list includes the following:-

I agree with you that the same principle should apply to prevent newspapers from making a statement in common with everybody else. In these circumstances, I feel sure the newspaper editor and publisher had no knowledge of the rule.

That the defendant was drunk and in a violent passion was obvious to everyone present. Everyone who heard what the defondant said was fully aware that he was not speaking deliberately and that he did not seriously mean to make any charge against the plaintiff, but was talk- ing wildly in consequence of drink and passion. There is no foundation for any such statement. The defendant exceeding ly regrets that he should have uttered any such words. He unreservedly withdraws all imputations on the plaintiff's character an apologises for the abusive language which he uttered without reason while under the influence of liquor and of anger against the plaintiff's son.

Mr E. H. Sharp, K.C., Acting Attorney General (intructed by Messrs Deacon and Hastings) appeared for the plaintiff, and Mr M. W. Slade (intructed by Mr E. A. Bonner, of Messrs Dennys and Bowley) for the defendant.

The following jury was enpanelled :--- Mesars E. A. Hewett (foreman), G. W. G. Harling, W. H. Wickham, W. S. Harrison, H. W. Bird, W. H. T. Davis and G. L. Tomlin.

Mr J. N. Goosmann was called, but asked to be excused from taking his place as n juror as Mr Gomes, the father of one of the parties, was one of the Directors of the Steamboat Company, of which he (Mr Goosmann) was Acting Secretary.

His Lordship agreed that Mr Goosmann should stand aside.

In opening the case, Mr Sharp read the ploadings, which were as follows: —

It should be borne in mind by the juniors that in rowing, as in other sports, there is an etiquette to be observed. The business of a racing boat is to keep its course from start to finish, and any circus work, such as ing stage, should be soverely checked by leaving the course and rowing to the land-

Mr Sharp proceeded to state the case to the jury. It was a very simple one, and the question which he thought the jury would find themselves obliged to consider would be the defendant's intention in uttering these words, It was not denied that he uttered them.

His Lordship The question will be not so much the intention as how the words were received and understood by the hearors.

Mr Sharp-That is perfectly correct, my Lord.

His Lordship-And what was the natur- al interpretation placed upon them by the bystanders under all the circumstances sur- rounding their utterance.

Mr Sharp-And the underlying malice: Mr Sharp proceeded to state that the plaintiff might, perfectly fairly and pro- perly have pressed his claim, for a large sam sa damages. The slander was a most serious one, but his client had not asked for vindictive damages. He did not want to put money into his pocket, and whatever damages were awarded he would hand over to a charity. But it was essential to him to stop this slander. It had injured him seriously in his business and in his reputation amongst his relatives and others who were ignorant of his private affairs, and had caused him and his family the
