Home readers are familiar with statements about Chinese Chineso morality is universally regarded as representing the lowest ethical standard among even Eastern Powers. It is, however, to be feared that China can give Russia in Manchuria several points in the matter of official honesty. Where the Chinese squeeze one dollar the Russians are squeezing thou- sands.

The wholesale robbery of Government funds going on along the railway, and at Port Arthur and Talionwan, is absolutely appalling. Long lists of officials with large-

Under such circumstances, it is plain that Russin's civilising' influence is a some- what hollow fiction. As for her ability to maintain peace, that hardly rests on any sounder basis. All the trouble from brigandage outside the Wall at Shan-hai- kwan has entirely ceased since Russia's withdrawal from the railway between that place and Niu-chuang, and the country thore is now as quite as it always was, In many parts of Manchuria we are con- tinually bearing of trouble with briganda, which seldom or ever occurred before, A certain number of rascala have always haunted the wilder hilly districts, always will do so; and those bands are quick to take advantage of the Russian probibi. tion against the Chinese bearing arms, and they consequently raid defenceless villagers, and carry off the gentry for ransom. So universal and extensive has this prohibition been that the supply of game in Tion-tsin has been very short. this season, owing to the Chinese not being able to exploit their usual hunting grounds. In Niu-chuang it is confidently expected that the Russians will withdraw on April but no secret is made by their officers, expectation social intercourse, of the that they will be back there within three years. The conduct of Russian officials, whose time is mainly occupied with .women and vodka, is such that the Chinese are rapidly developing a contempt for them, which may lead to a 922 recklessness that will bring with it a terrible retribution. SOLDIERS' FIGHT IN PEKING. THE CHINA LIGHT & POWER

On Easter Sunday in the Capital some German soldiers and Austrians (chiefly Dalmatians from the Adriatic) were drink- ing in a friendly manner in a native-kopt canteen, opposite the glacis in front of the Austrian barracks. A German sang a song to which an Austrian took objection; and a small tavern mêlée occurred, in the course of which, the Germans put the Austrians out. Next morning the Aus- trians told a German it would be their turn to-day, and accordingly during the

It is not quite certain, but it is said the

Austrians or some of them had weapons, CIGARETTES-

but the Germans, in accordance with General von Rohnscheidt's orders, were without side arms. This time the Germnana were overpowered and turned out, but as the news spread to the other canteens hard by they were reinforced, and as the Austrian barracks were in sight, some of their men leaped over the wa'l and very soon there was a pretty general miůléo- of the description that may be seen in any English garrison town where two regiments do not harmonise. Four Germans got clouted so severely as to have to go. into hospital, and six others were scratched but have not been absent from duty. One Austrian has had to go into the doctor's caro, and five are said to have been bruised

SUMMER SEASON OF 1903.

THERE are (60) sixty hedio us-all with bathrooms attached.

A-now Bar and Billiard room, as well as a Concert Poom, are connected with the Hotel and there is ample room for Dancing.

The Hotel is beautifully situated on a high hill and commands a full view over the mainland, the Bay, and the Island.

Weihaiwei is noted for its scenery, healthy and cool climate during the Summer. There are several fine bathing beaches, good walks, and there is also good fishing to be had in the Hay.

Intending visitors are advised to secure their rooms either by wire, or letter, so that they can be reserved.

The authorities are invòstigating the matter and are quite aware how these proceedings are misunderstood by the Chinese who, by the bye, fled in all direc. tions from the scene in a state of panic.

We may add, to show the local genesis of the three black crows,' that the accounts which reached us on Tuesday night gave the preposterous issue of five killed and twenty wounded, but up to date, which is that of yesterday morning, the ascertained facts are those given above. 718 We may state that in normal circumstances. the Germans and Austrians are the very best of friends, and it is expected that they will be to again, notwithstanding these recent marks of endearment and affection.-P. and T. DEAE SIR-I understand that you have been kind enough to give publicity to the report that I have returned to this country to assist in the production of a new journal, paragraph having lately appeared in the Hongkong Daily Press. I shall accordingly be greatly obliged if you will allow me to explain the exact position of affairs in relation to this matter, Mr Chesney Duncan, the Editor of the paper, engaged me to assist him sometime in the middle of last month at Hongkong. He acted upon the strength of a telegram from the proprietors which he represented as being to the following effect:-

Cannot find employment for Ferrers except to begin about April 6th. April 6th was the date originally announced for the appearance of the new paper.

Upon my arrival at Penang on April 5th, Mr Duncan informed me that he had misun derstood the telegram which was in code and that it really ran "Cannot find employ-

Mr Sharp, in opening the case. addressed the jury at great length on the facts. He said the facts were extremely simple. The plaintiffs were shipchandlers and com- pradores. The firm was started in lung- kong in 1850 by one A Tec. father of the prosent owner, Chan Cheuk Wan, and during the whole of its history had been under only two owners. For many years, the Man Loong were the sole suppliers of American men-of-war in Hongkong. They supplied a great deal of the coal and all the stores, to those ships and to the officers and mon's messes on board, and, in addition, they did a very considerable exchange business, ns, ho fancied, did all the compradores who supplied the ships and crows. The business of the Man Loong was especially large during the late Spanish American war, when the American squad ron drow nearly all its supplies from Hong. kong. This continued till about July, 1901,

Mr Sharp submitted that it was. defendants had indicated by the evidence they had called in Manila that their de. fence was that the Man Loong were not the kind of people who were likely to have such a large sum of money, and he was showing that they were. In July, 1901, the Ameri can navy began to send their own supplies to Manila. In the three years prior to July, 1901, the total business done by the Man Loong with the American ships amounted to about $150,000. He would produce books to show this was so

It was a wooden box-about 2 feet long, 1 foot deep, and 1 foot high. It was specially made for keeping money I bought it from a shop in Gough Street. On the 12th of September, about soven o'clock in the morning, my master asked me to go upstairs. I did so. My master was there. He asked me to put bank notes into the box I bought on the previous day.

I did so.

The first witness was then recalled, and Mr Phillips having stated that the box, with a heavy pieco of lead inside, was the exact weight of a box containing $49,500 in American notes and $5000 in silver, His Lordship allowed the witness to be tested. He lifted the box and shouldered it with. out any difficulty, and then replaced it on the floor. He was asked if the box was heavier or lighter than the one he carried to the sampan on 12th September, and re- plied that he could not say.

Mr Phillips objected to this book going in. He submitted it was not legal evidence. If it were an account book it would be dif- ferent.

His Lordship-

-It is testimony as to character.

Mr Phillips--We have not the people here who gave those testimonials.

His Lordship-You can comment on that. Mr Phillips said he did not wish to insist too strongly upon the rejection of this book as evidence, but, as a regular thing, ho must object to this as evidence.

Mr Slade wished witness to produce books to show his dealings with the Amori can ships,

Mr Phillips objected, but after some dis- cussion it was decided by His Lordship that the books might be put in as evidence.

The Canadian Budget. April 17-The Canadian Budget shows a surplus of 13,350,000 dollars. The Minis. ter announced that as negotiations had failed to induce Germany to treat Canadian products fairly, a surtax of one-third of the present duty will bo immediately levied in addition on German imports.

The King.

The Times in discussing the King's visit to Paris says it can scarcely be doubted that there has been some shifting of the European centre of gravity. There is not the smallest incompatibility between Franco's Russian alliance and the mainten. anco of cordial friendship with Great Britain whose interests also lie in the preservation of European tranquillity. Each nation in turn may find the friendship of the other an appreciable assistance and support.

The Bagdad Railway. The Standard's Brussels correspondent says that one-fourth of the original stock of the Bagdad Railway will be reserved for British financiers. The British publicvill be invited to subscribe a large part of the loan which the Turkish Government

tends to issue, but the direction of the new railway will be exclusively entrusted to Germans. The first loan will amount to two millions.

President Loubet and Great Britain.

M. Loubet has conferred the Legion of Honour on the Admiral and nine officers of the British squadron. The Daily Telegraph says this is the first time in fifty years, that a British Naval officer has been permitted to accopt a French decoration. M. Loubet in receiving the British officers said: 'I am very sensible of the delicate attention and good feeling displayed by King Edward towards France in sending four of the finest specimens of the mighty British Navy to

greet me.

The Plague in India Wanes.

Simla, April 15.-The seasonal maximum of the plague appears to be at last past. The returns for the week ending the 11th instant, to-day issued, show a large drop of seven thousand in the number of deaths, the total being 27,787 against 34,110 in the previous seven days. The Bombay Presidency, the Punjab, Bengal and the United Provinces all report substantial re- ductions, so it may be hoped that the im- provement is real and that the worst is now over for this year.
