Mr W. McLeish, B.A., has been appoint- ed to the post of Secretary to the Tientsin Municipal Council.

POLITICS IN JAPAN. A split has occurred in the ranks of the Seiyukai, some eighty members of the Diet having seceded, declaring that they are unable to continue rendering blind obedience to leaders who pursue a policy of endless waiting on events.

They demand that all the officials of the party shall henceforth be elected by a general vote, and all grave questions be decided in a similar manner.

1. The Land Settlement of the New Ter- ritory commenced with the establishment settlement will be completed when

(a) All Crown Lands have been delimited and marked off from land in privato owner- ship.

(b) All genuine disputes as to the owner- ship of land-whether existing efore the Convention or originating with it-have been decided.

(e) A uniform system of land tenure has been devised and put into working order. (d) A Rent Roll based upon the maps is available for revenue collection.

The Rent Roll will be ready this year and the Titles Ordinance has been passed by the Council. The aurvey and demarca. tion of the mainland is completed. But the whole of the work of Land Settlement, will probably not be completed before 1906. The chief difficulties have been~

(a) The enormous number of very small holdings of which there must be over a quarter of a million in the Territory. This has necessitated an elaborate scheme of demarcation, that is of making out holdings, which is only just completed.

(b) The want of any system in dealing with land under Chineso rule. Thero was. no survey, and the so-called Registry of the District Magistrate is a Registry of Deeds not a Land Registry at all.

(c).There were numerous law suits pend. ing in the Chinese Courts which have. languished for years through lack of funde shot up into activity with the enormota increase of the value of the land conse quent upon the Convention. Expropriation of the evidence has been the only proce being out of the question, a patient sifting

POLLARD'S LILLIPUTIANS.

A Galoty Girl.

A Gaiety Girl, though, perhaps, the least intellectual, is certainly not the lenst attractive of the school of comedy 'Girls.' Proof of the attraction of this charming musical comedy was given on Saturday night, at the Theatro Royal, when the Liliputians performed before a house vell filled in every part, Miss Daphne Pollard, as the chaplain, was, as usual, excellent, and her duet with Miss Ruby Roberts, the chaplain's daughter, was one of the tit-bits of the evening's performance. Another clover performance was that of Mr Willie Thomas, as Major Barclay, and his two songs quito tickled' the house. A central figure in the evening's performance was Cor- poral Lance (Mr Edward MacNamara), and his two songs Gay Boulogne' and Please let me sleep' elicited rounds of applause. In the latter song, Mr Fred Pollard takes up the refrain from the pit, and the 'Ameri- can gag' never fails to draw the house, the audience on Saturday night recalling the singer no less than four times. Miss Peral Pollard, a chit of 6 years, delighted the au- dience with her dancing of an Irish jig. All the other parts were capably filled, and the whole performance from the rise to the fall of the curtain on the last scene went without a hitch. To-night these clever
