WOOSUNG OUTER BAR,
Intended alterations in the Aids to Navigation at the Woosting Outer Bar.
TOTICE is hereby given that, owing to the narrowness of the present deep water channel across the Woosung Outer Bar, the following additions and alterations will be made to the Aids to Navigation on or about the 15th instant.
A Red Light will be exhibited from a circular White Pole surmounted by a
Princes' Wharf which shape erected on will, when kept in line with Woosung Lighthouse, lead midway between Wreck Light-boat and Lismore 12-foot contour of the Woosung Spit, this being the line of deepest water, The two lights in line will bear S. 76° 33′ W.

The Woosung Light remains White from the bank of the Yangtze to the N.W.-ward of the Lighthouse to S. 22" W. It will be altered to Green from. S. 22" W. to S. 64° 0′ W. and to Red from S. 64 50 W. to the left (or Western) bank of the Woosung River.
The Fort Buoy will be shifted 550 feet S. 27° 20 W. from its present position, and from it the Woosung Lighthouse will hear S. 87° 45 W., distant 6.3 cables; and be moored in 14 feet at Low Water of Spring
A 10-foot conical Buoy, painted in Red 14. Black Vertical Stripes, and surmounted ly a Black spherical cage, will be moored 18 feet at Low Water of Spring Tides on the North-eastern edge of the Woosung Spit, and from it the Woosung Lighthouse will bear S. 62" 15 W., distant 10.1 cables. The least water at present on the line between the Outer End of Princes' Wharf and the position in which the 10-foot buoy is to be placed on the North-eastern edge of the Woosung Spit should not be less than 10 feet; and on the eastern edge of the Green sector, not less than 11 feet at Low Water of Spring Tides.
On and after the lath instant, the Outer |Bar Signals will indicate the depth of water on the line when Woosung Light and the Red Light placed on Princes' Wharf are in transit,
CAUTION: From 2 to 3 feet less water than that signalled will be found between the above mentioned 10-foot buoy and a point 700 feet north of the Lismore Wreck Light-boat. Vessels taking up an anchor- age outside Woesung will be requested to avoid doing so near the line of the Oater Bar Lending Marks.
All bearings given are magnetic.

Ip Pang, who was sentenced to be hanged, at the last Criminal Sessions, for the wilful murder of his wife and his grand father, was executed at Victoria Gaol early this morning.
A Mad Dog Shot.
A white-and-black Japanese poodle was taken to the dog pound at No 7. Police Station yesterday afternoon, supposed to have come from No 11 Caine Road. It was

I need not give you the history of Mr Mackie's career as that was given in the China Mail last night and it is well known to most of us. Such a long record of service in the Police, I suppose, is un- known; and it is with groat regret that we have now to say 'Goodbye' to him. How. ever, these things will happen, and it is a very good thing for Mr Mackio that he can retire in the prime of life on a good pension. I have to ask Mr Mackie to accept on behalf of Mrs Mackie the tea service subscribed for by the European membors of the Police Force, also for himself this gold watch and walking stick, and also a stick for his son-not to use on him (laughter). We all wish Mr Mackie long life to enjoy his pension, and we hope ho will keep in memory the Hong- kong Police (applause).
Mr Mackie anid-Captain Lyons, friends and comrades, I thank you very much for the kind remarks you have made, and I also thank you for the handsome presents you have presented to me. If I have a record service in Hongkong, I think I have a record of presents. I do not think that during my thirty-one years' service I have over been presented with so many presents, and I am quite sure I thank you all heartily for them. The Police Force has changed greatly since I came out here thirty-one years ago. The whole Police Force is now on a far better footing as regards pay and comfort from what it was when I arrived in Hongkong. In a police career, much depends on the start ono makes, and I would advise the younger members of the Force to pay strict attention to all orders and regulations and not be getting reported for small petty breaches of barrack regula?
All the arrangements for the Meet ing were carried out by Lieut. Mowbray S. Northcote, II.K.V.C., to whom such credit is due. Mr Northcote, as Hon. Secretary of the Rifle Association, las officiated at several Eastor ride meetings, and certainly deserves the thanks of all who take an interest in rifle shooting for the time he has given up from his own leisure hours. We believe this will probably be the last
meoting on the Kowloon Ranges. The register keeping and scoring in the butts were in charge of the Naval Range party, and everything worked smoothly.

FIRES AT SHANGHAI.

Curious Coincidences. The N.-C. Daily News of the 7th inst.
reports:-
In the small hours of yesterday morning n serious fire broke out in the Shanse Road, close to the Peking Road corner. The out- break started in No. 156/7, Shanse Road, it is thought in the top floor, which is a tea shop. The ground floor is a general store. The alarin was given at 4.20 and the Mih- ho-loongs were the first to get a stream on, the Deluge arriving next. They were quickly followed by the remaining Com- panies, including Le Torrent. The flames had gained a considerable hold before the arrival of the firemen, and in spite of their efforts spread until houses on all four cor- nors of the junction of Poking and Shanse Roads were enveloped. The heat was tremendous and the houses burnt rapidly under a favourable wind.
The fire companies attacked the flames from all sides, at least ten streams being brought into play, and although they gained no advantage for some time, their efforts at last began to tell, and by five o'clock the fire was under control, Meanwhile, the fireflont had been brought up the Soochow Creek, but it was not necessary to use it. At 5.30 Le Torrent Company was sent the Hongkews left at 6, the Mih-ho- away; loongs at 6.30 and at 7 the Victoria and Deluge Companies went away.
A curious coincidence occurred during the outbreak. A fireman rushed into n Chinese house - which was ablaze and The first words rescued a half-burnt book.
on the front page were, poor old house un fire.' Another coincidence is that the same
houses were burnt down on the 5th of April, 1901.
According to the latest accounts thirty 19 houses were destroyed and five badly 95 damaged, Nos. 140-140, 153-161 Shange 94 Rond and 169-162, 1222-1224, 1239-1241 Peking Road wore totally destroyed, whilst Nos. 151-2 Shanse Road and 1220, 158, 163, 164, 165 Peking Road were all more or less badly damaged. Tho insurances on the affected property amount to more than Tls. 13,000. Nos. 151-155 Shanse Road and 161-100 Peking Rond are Chinese-owned, but 161-165 Peking Road are the property of Messra E. D. Sassoon & Co. Messrs Lester & Co, own No. 1220-40 Peking Road and 156-161 Shanse Road. Nos. 140-146 Shanse Road are the property of Messrs Dowdall, Hanson and McNeill, and that

The watch presented to Mr Mackie bore the following inscription: Presented by the European members of the Hongkong Police and the Magistracy to Chief Inspector A. Mackie on his tirement from the Force. 15th April, 1903.' There was a similar inscription on the tea service, and the kettle had the following inscription:
Presented to Mr A. Mackie, Chief Inspec- tor of the Hongkong Police, by the mom- bers of the Indian Contingent as a token of their esteem on the occasion of his re- tirement from the Force on 15th April, 1903.'

The O.SK.S. Setsuyo Maru, 1099 tons, which left Kobo on the 31st ult. for Tsingtao, ran aground in the Inland Sea about 10a.m. the same day. No lives wore lost. The Keung Maru went to the wreck with divers and salvage apparatus, but was unable to savo liar.

It was rumoured here on Saturday that the Powder Magazine was blown up by or der of the officials in charge in order to conceal peculation, but I have not been able to get any trustworthy evidence to that effect. The Waiyuen in charge was, him. self, very seriously injured. But such dastardly, heartless action is thoroughly in keeping with a certain type of Chinese * genius.' For the past year or two a band of banditti has terrorised a large part of the Eastern section of the North River district inland from Amoy, lethargy, the authorities winked at this for some time. He is reported by a Peking correspondent to have declared that a similar rumour has been several times put in circulation during the last 20 years, but that it never had any foundation on any occasion.
