shall be glad to have the opinions and votes of shareholders present on the matter, but before doing so, it would be as well to place before you as concisely as possible the reasons which influenced your Board. in coming to their decision. As you are doubtless aware, the Fire Insurance Com- panics have lately raised their rates all round 26 per cont. With the new rates in force some of your Chinese property will give you ก net return of lega than 6% por annum, and you may the more readily understand the position when I tell you that in some cases the annual premiums now 'charged are equivalent to two months grosa rontals. If Insurance Companies refused to take risks on Chinėse stocks-in-trade there is no reason why the rates on Chinese property should not be as low or lower than on European properties, but I suppose that contingency is a remote one. What we have to face is the fact, that existing preminus on Chinese property in " the Colony constitute so great a burden as to render most of it unremunerative at present rentals. The question arises therefore whether this fire insurance incubus is not out of all proportion to the

A CHARTER PARTY CASE.
Tum Long Chuen and Leung Sheung, No 267 Des Voeux Road, claimed to recover $25,000 from J. E. von der Ohe, of Bergen, Norway, owner of the steamer Sleipner, who counterclaimed for $32,000.
It appeared from the statement of claim that the plaintiffs on 3rd September, 1901, entered into a charter party with the East Asiatic Trading Co. (as representing the owner) for a period of twelve months. One condition was that the Sleipner should have a speed of 9 knots an hour in fair weather on a consumption of 11 tons of the best Cardiff coal a day. The speed, it was con- tended. was not as stipulated, so that the plaintiffs suffered loss and inconvenience. The charter party was cancelled on July, 1902.

In his reply, the defendant contended that the failure to realise 9 knots was due to the fact that an inferior quality of bunker coal vas supplied by the plaintiffs, and that the vessel was not docked and cloaned.
Mr E. H. Sharp, K. C. (instructed by Mr Bowley, of Messrs Dennys and Bowley) appeared on behalf of the plaintiffs, and Mr T. Morgan Phillips (instructed by Mr G. C. C. Master) for the defendants.
Evidence was then led at considerable

Hongkong Tides.
The tide tabla given below has been compiled at the Nautical Almanac Office in London from the result of the analysi- of observations taken by means of an au- tomatic tide-recording machine in the Was ter Police Basin at Tsim Sha Tsui during
the years 1887-8-9.
The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.
To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to the height given in the table.
