The Chief Justice said he was sorry he could not see his way to grant leave in this case. What happened was as fol- lows the judgment of the Land Court was given on the 10th January, 1903. By the section 16 of Ordinance 18 of 1900, the claimant, being dissatisfied with the decision, and the value of the claim being over $5,000, was entitled to apply for leave to appeal, such application to be made within fourteen days from the date of the decision.
On the 22nd January an appli- cation for leave to appeal was made, but the parties not being ready to proceed fully, with it, I allowed the further hearing of the application to be nd-
journed until the 23rd February, 1903. Shortly before that date an ex parte summons Was taken out asking for further time and asking me to fix a learing at a date one month later than the 23rd Febru ry.
This application was supported by an affidavit showing that there were copies of some further notes required. That application was granted and accord- ingly, to-day, the 23rd March, was fixed for the hearing. The parties must have had the notes of evidence for at least three or four weeks, and if they had any cause to complain of the decision disallowing the
claimant's claim, there was plenty of time for him to have made an affidavit setting out in what way any injustico had been done to him, and, at least setting out what his own private title to the land in question was. Nothing, however, appears

The corresponding numbers for the pre- ceding year were respectively 4,858,-182, 29 and 8, making a total of 5, 077.
The percentage of prisoners admitted with previous convictions recorded against them to the total number of admissions was 113 as compared with a porcentage of 13-37 for the year 1901.
The daily average number of prisoners confined in the Gaol during the year was 576 as against 499 in 1901. The accom- modation of the Ghol was given in 1900 as 570. During 1902, and especially in May, when for several days there were 749
