HIS INCOME.

I

Mr Carnegie's present income is stated to be £2,00,000 a year, or £4 a minute, or £240 an hour. How this consummation so devoutly to be wished was achieved is a story which would fill a volume. Leaving the railway (of which I have told), he got together £8,000 with the help of some comrades, and bought a farm in the midst of some oil fields. The syndicate gained £200,000 in one year. That was the turning point of the millionaire's life. 617 With the money that accrued he started a firm for iron bridge building, put up not one but numberless bridges, supplied railway companies with plans, got in all the iron and coal that money could buy, and began Finally he be- himself to manufacture. came Steel King, and retired to live happy ever after with his wife and girlie.”

THE THE CHINA LIGHT & POWER

Under this title Mr H. G. Archer gives n description of the Simplon Tunnel in Cassell's Magazine for February :—Every. thing connected with the work of the tunnel is effected by water power; on the Swiss side, the Rhone, and on the Italian the Diveria, having been harnessed for the purpose. The long line of work and store shops erected at both portals form manu- facturing towns in miniature, and the show of rock-drilling, air-compressing, pumping,

6,000 horse-power, and the water supply from each of the two rivers utilised furnishes upwards of 2,000 gallons per minuto and exerts a maximum pressure of 250 lbs. per square inch. Doubtless this same motive. power will serve later on for the traction to be used inside the tunnel.

A

PIPE TOBACCO.

Fragrant, Cool-smoking, unrivalled.

The visitor This Tobacco is packed in round, air-tight tins, thus

who obtains permission to inspect the workshops has his attention drawn to the powerful turbines of 2,225 horse-power cach, and to the great fans, which can run at the speed of 400 revolutions per minute, but which at two-thirds of that speed

per supply 60,000 cubic feet of air minute for the ventilation of the galleries. Owing to the great superincumbent mass over the tunnel it was anticipated that the temperature of the rock would be very high and yet not exceed 104" Fahr. but the highest so far noted has been 123" Fahr. The appliances for ventilating the galleries were framed on the supposition that it would only be necessary to reduce the former temperature to 77; consequently, owing to the unexpected rise of heat, the existing plant has had to bo elaborated, and special arrangements made for the employ. ment of spray and ice, otherwise life in the inmost galleries would have become unbear. able. The greatest care is exercised for the welfare of the navies, who are all of Italian nationality, the experience gained during the construction of the previous tunnels being turned to very good account.

Mr Morgan Phillips (who was instructed by Mr H. J. Gedge, Messrs Johnson, Stokes and Master) appeared in sup- port of the motion. He said it was an ap plication made for liberty to appeal against the decision of the Land Court in respect of property which is marked B. F. Serial No. 1491, Survey District No. 4. The decision was given on the 16th January of this year, disallowing the claim of Mr Li Ki Tong. On the 22nd January an application was made to his Lordship asking for an adjourn ment of the motion seeking leave to appeal, Mr Li Ki Tong, who was one of several claimants, being anxious to secure posses- sion of the notes of his casų. No renson for the disallowing of his claim had been given; all the olaims referring to this part of the land had boen disallowed; and it was surmised by counsel's client that the reason. was that the latud referred to is below high water mark, and that being so,

Mr Morgan Phillips put it to his Lord ship that in any event his client was en- titled to hear the reasons for the decision,

The Chief Justice-What are the afli. davits ?

Mr Morgan Phillips--There are affidavits as to the value of the land being over $5,000, filed by Li Ki Tong, of ö, Glenealy Road, merchant, claiming this parcel of Iand in Samshuipo in the New Territory,

The Chief Justice said he was sorry he could not see his way to grant leave in this case. What happened was as fol- lows the judgment of the Land Court was given on the 10th January, 1903. By the section 16 of Ordinance 18 of 1900, the claimant, being dissatisfied with the decision, and the value of the claim being over $5,000, was entitled to apply for leave to appeal, such application to be made within fourteen days from the date of the decision.

On the 22nd January an appli- cation for leave to appeal was made, but the parties not being ready to proceed fully, with it, I allowed the further hearing of the application to be nd-

journed until the 23rd February, 1903. Shortly before that date an ex parte summons Was taken out asking for further time and asking me to fix a learing at a date one month later than the 23rd Febru ry.

This application was supported by an affidavit showing that there were copies of some further notes required. That application was granted and accord- ingly, to-day, the 23rd March, was fixed for the hearing. The parties must have had the notes of evidence for at least three or four weeks, and if they had any cause to complain of the decision disallowing the

claimant's claim, there was plenty of time for him to have made an affidavit setting out in what way any injustico had been done to him, and, at least setting out what his own private title to the land in question was. Nothing, however, appears

Inter, when the Municipal Amendment Bill was being considered, the subject again came up,

Mr Napier pointed out that the medical schools of the United States and Japan were wellknown for their efficiency, and to debar properly qualified men holding their diplomus from being ships' surgeons was unreasonable. He would suggest the Governor in Connell should have power on the advice of their expers to approve of such diplomas.

The Governor was willing to accept that amendment and to introduce it in the Chinese migration Ordinance.

Mr Napier expressed his satisfaction with this expressed intention.

VICTORIA GAOL.

M

The following paragraphs are taken from the report on Victoria Gaol for 1902 by the Superintendent, Mr F. J. Badeley :---

The number of prisoners committed to the Goal under sentences from the ordinary Courts was 5,786, besides 149 soldiers and sailors sentenced by the Military and Naval Authorities. There were 53 prisoners ad mitted for debt, making a total of 5,988,

The corresponding numbers for the pre- ceding year were respectively 4,858,-182, 29 and 8, making a total of 5, 077.

The percentage of prisoners admitted with previous convictions recorded against them to the total number of admissions was 113 as compared with a porcentage of 13-37 for the year 1901.

The daily average number of prisoners confined in the Gaol during the year was 576 as against 499 in 1901. The accom- modation of the Ghol was given in 1900 as 570. During 1902, and especially in May, when for several days there were 749

It is always easy to make suggestions, hut sometimes very diflicult to carry them 12 out.

23 As in this Colony three-fourths of our 4inhabitants are composed of the lower class 4 of Chinese surrounded by conditions of a 1 very exceptional character, owing to their 2 habits of life, I can plainly see that the 7 principal factors to a successful Sanitary

Administration, are firmness, kindness, 216 great tact, and the enlistment of public

sympathy.

As I have stated above, this is my native 7 place and my home. All my interests are 8 centred here, and are likely to remain so 42 until the end of my days.

I am a self-made inan, and believe I 3 enjoy to no inconsiderable extent the 20 confidence of most of the loading 14 Chinese land-owners in this Colony. ?
