'The South African War
Commission.
London, February 12.-Lieut-General Sir Wm. Butler, who commanded the British forces in Cape Colony during part of 1898 and 1899, has given ovidence before the South African War Commission.
In the course of his evidence he stated that, in his despatches prior to the war, ho did not mention the exact force necessary to carry out a campaign with the Roer Republics, though he often made such estimates in conversation.
February 13.-General Sir Ian Hamil ton, yesterday, gave evidence before the Royal Commission which, under the pre- sidency of Lord Elgin, is inquiring into the Sir conduct of the war in South Africa.
·Inn ́stated that the army in Natal, at the outbreak of hostilities, would have been sufficient to defeat the invaders if the troops had been properly dispositioned. He praised the superior capacity of the Australians for scouting duty, and for des patch riding.

A branch line will run from Coorla through Mazagon to the dockhoad pier. Ballard Pier will be trebled in length and connected with the dockhead pier; and the water space inside the angle of the two piers will be reclaimed, and used as sites for a bulk-oil installation. The cost of the scheme, exclusive of the railway, is roughly estimated at three crores of rupees.
It is expecte that it will be carried out without any additional charges upon the trade of the port.
Royalty in Bombay. Bombay, February 23.-This morning the Duke of Connaught attended a parade of all the troops in Bombay.
Ho presented new colours to the 21st Bombay Infantry, known locally as the Marine Battalion. The old colours were presented by the King, when Prince of Wales, during his Indian tour, the Colonel of the regiment at that time being the father of the officer who commanded to. day.
The Duke, who was in uniform, was accompanied by Lord Northcote and a large

The local mandarins have received news from the South of the capture by rebels of the prefectural city of Liuchou, not far from Kecilia, the provincial capital of Kuangsi, in consequence, of which the situation of the last named city is now very serious, there, being not quite 5,000 men holding the place. The loyalty of these troops, even, is suspected, and it is thought | that the moment the rebel forces appear in strength before the provincial capital the garrison will hand it immediately over

Whilst people in the provinces receive authentic news of the numerous successes of the rebels whose oporations have extended even into Hunan province and whose partisans are con- stantly increasing in Yunnan, Kueichou. Szechuan, and Kuangtung provinces, the powers that he in Peking are being fed with telegrams from Kuangai officials reporting 'glorious victories' over the -rebola. So infatuated has the Central Government in the capital become on this account that they refuse to believe con- trary accounts from high officials in the vicinity of Kuangsi province who are independent of those in the latter pro- vince. It is stated that one high official in Kueichou writing to the Grand Council concerning the large quantities of maga. zine rifles and ammunition in the hands of the Kuangsi rebels declared his suspicions that some foreign Government was scoretly assisting the movement;' to this the Council replied that as China was in the closest friendship (sic) with all the Powers it was absurd to entertain such suspicions. Hongkong Tides. The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis
of observations taken by means of an au- tomatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.
The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet
3 inches below mean sea level.
To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to the height given in the table.
