THE CURRENCY OF CHINA.

The following is the first portion of a Memorandum on the Chinese currency published by the N. O. Daily News:

Among the many and arduous problems which confront China at the present time, one of the most difficult to solve is the question of her currency. In former times, when there was practically no foreign debt. the chaotic state into which the national' currency had been allowed to drift was mainly a domestic question, and affected only a portion of her foreign trade. The situation, however is now entirely changed. India, Japan, and Siam have adopted the gold standard, whilst the Straits and the Philippines are preparing to follow their example The consequence is that in future the whole of the foreign trade of China will be with gold countries. Whilst this trans- formation has been in progress, China has incurred a large national debt in gold to for. eign countries, so that a fundamental change has taken place in her financial relations.

rency of an immonse country like China under any circumstances, but when to the personal equation of the Imperial sud Provincial Governments has to be added the opposition of vested interests to the abolition of the multifarious forms of currency now in circulation, and the backward state of in- tercommunication, the obstacles may appear to be insuperable. On the other hand the pressure of events may render it imperative for China to reorganise her finances, if complications, the result of which will adversely affect the interests of her govern- ing classes, are to be avoided, whilst she may count upon the as-istance of very powerful interests if her statesmen have sufficient patriotism to make the attempt. If China makes no effort to help herself, centre-board.if the Imperial Government confesses ita inability to regulate and control uniforma national currency, which is universally considered to be a fundamental function of co.the Central Government in all civilised 504 countries, such a confession of weakness and helplessness will in all probability tend to increase the movement towards diainte- gration. Although China may be a wealthy country, financial mismanagement may bring about national repudiation.

But as the prospect of having the whole Chinese question reopened in an aggravat ed form, with all the contingencies of international complications that it would. either by China herself or by the Foreign entail, is one which can hardly be desired'

Powers, it may be assumed that if the Government of China intimates that it is- prepared to deal with the currency ques- tion in a practical and business-like way, if it proposes measures calculated to ex- tricate the country from the embarrass. ments which threaten it, some, if not all, of the Great Powers may be disposed to consider such measures favourably. The instability of silver is an element of dan- ger, which must be taken into account, as- under present conditions, China is liable to an almost indefinite increase of her liabilities. It is not by any means an impossible contingency that exports of produce from China may prove to be in- sufficient to provide bills for the remit- tance of all her gold debts, and thst it may be necessary to export silver in part pay. ment of them; that if China becomes a seller, instead of being a buyer of silver, a further depression in the market may he exprected; that the lower silver falls, the more silver China will have to export the greater the quantity exported the more silver will fall. The position would" be an impasse. The statistics, issued by the Customis recur" a small export of silvor in 19.1, and larger one in 1902, but it cannot be definitely stated that the movement is caused by the addition o the foreign debt. It is probable that the full pressure of the extra burdens has not made itself feltas yet, and that their effect upon trade has been modified by the large amount of foreign. capital expended in Manchuria, Shantung,

The expansion of the export trade is naturally of slow growth in an agricultural country with defective means of com- munication. Many new districts will be opened up by the railways projected or under construction, hut some time must olapse before they can have any appreciable, effect upon trade. The conservatism of the people in adhering to antiquated methods of itself provents a rapid expansion of ex. ports; in the case of tea it lias brought about contraction. The adulteration of produce, a practice now become general, is another influence that retards the develop-1245 ment of exports: the want of confidence created by irregularity of standards bas transferred a considerable amount of trade from China to other countries.

Mining is still in its infancy, but there are some prospects of progress being made in this direction, which if realised may have an important effect in redressing the apparent adverse balance of trado. It would

bo for the test intereats of China hor- self, if the pressure of circumstances were to force the Government to stimulate the expansion of exporta by encouraging the

in all probability be to increase the trade of the country inuch more than if all the maritime export duties were to be abolish- ed. In any negotiations for partial post- ponement of payments due under the

Protocol, it would not be unreasonable if the Powers were to stipulate that before any respite is granted to China, she should consent to the enactment of ineasures directed towards this end,

When it is maintained that the fall in exchange will of itself stimulate ex- ports, as the Chinese can obtain higher prices for their produce, it should be borne in mind that the apparent advant- age gained from this source is counter- balanced by the increased cost of imports. The depreciation of the currency of China does not add to its resources; the values of commodities will adjust themselves to the depreciated standard. but the pur chasing power of her floating capital and hoarded wealth diminish

Hongkong Tides.

The tide table given below has been compiled at the Nautical Almanac Office

in London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui during

the years 1887-8-9.

The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to the height given in the table.
