The recent rapid rise in Shanghai of the price of rice has again been receiving the attention of the provincial anthorities at Soochow and Nanking, and the local mandarins, says the N.C. Daily News, have accordingly been warned that this is due to the unauthorised export from this port of the commodity. Several persons high in rank are suspected of 'rigging' the market through their agents, who then export the food stuff, thus bringing huge sums into

the pockets of their principals. In view of this the local mandarins have been ordered to issue proclamations prohibiting the ex port of rice on pain of confiscation.

NEW BRITISH NAVAL BASE ON THE NORTH SEA. Mr Balfour announced in the House of Commons that a new naval port and base is to be established at St. Margaret's- Hope, on the north side of the Forth, near Queensferry.

On Saturday, the body of a Chinaman who had died of plague was found on the Hongkong and Canton Wharf. During the

past forty-eight hours, there were five fatal cases of plague reported. One body was found in a godown at No. 158 Connaught Road West, one at the Praya Reclamation where the new Post Office is to be built, one at the back of Nos. 13 and 14 Shaukiwan Road. The other cases occurred at 209 Hollywood Road and 51 Third Street. There have been 57 cases to date this year.

THE ARMY SCHEME IN THE HOUSE OF LORDS.

Two British officers escorted the Russian officer as a prisoner to a Russian warship, where he was released. Li Ki Tong, Merchant, 5, Glencaly Road, applied for leave to appeal against a decision of the Land Court in respect of the ownership of certain land in the New Territory at Tak Kong Hom, the decision of the Land Court having been against him.

Mr M. W. Slade, barrister-at-law (in- structed by Mr Wei On of Messrs Johnson, Stokes & Master, solicitors) appeared for the appellant.

Mr Slade in opening the case said that the grounds upon which the appeal was based wore that the appellant had no oppor tunity of being present before the Land Court while material witnesses in opposi tion to his claim were being examined. When the applicant applied for a copy of the evidence led on that occasion, he was told that it was not available.

His Lordship remarked that probably the appellant was a land speculator who made claims for a number of lots, took thankfully all he could get from the Land Court and appealed against a decision of the Court when it. was against him. A poor man had very little chance against
