The General's inspection last day of March, 1903, at 12 o'clock Noon, to from January 1st to December 31st in receive a Statement of Accounts to 31st December, 1902, and the Report of the ive. I don't think even the Adjutant General Managers, and to elect a Consult- a strong man and bold, got any further than that awful sentence, and it was with ing Committeo and Auditors. the worst apprehensions that we boarded the transport.
Let me say at once that these forebodings were amply fulfilled. Bcarcely were we alongside the quay at Capetown when the General came on board, an appalling figure. Short, with huge arms and legs, an enor mous chest covered with medala, a bull neck, fierce choleric eyes and a lowering front, to our heated imaginations he seemed a veritable ogre ; and wo should not have been surprised had ho exclaimed: Foe, fo, fum! It was the But he didn't speak; he just looked us up most significant grunt imaginable; so ex- pressive, indeed, that Poodleby,' who had money, went below and wrote out his papers the moment the General, still grunt- ing, had gone over the side.
Even at this time I do not care to think of the months of wrath' that followed, of the interminablo field-days on the inter- minable Capetown flats,' of the night operations, and the perennial inspection. For six months I suppose the General was the best hated man in the world, and then we learned to love him; we discovered that beneath his rugged, terrifying exterior lay the heart of a little child; that his simple Fear faith was summed up in the words, God, honour the King, and know the In- fantry drill,' and that he was au fond the When he left us kindest hearted of men. we gave him a send-off that moved the old boy to tears.

Judgment was delivered in the action in which Marius Guion sued the owners of licensed juuk No. 711 for damages laid at 82,000, which plaintiff alleged was sustained by the Eclair, when in collision with the junk, owing to the neglect of those sailing the latter craft, which was unlighted at the time of the mishap. The collision occur. red on the 15th Nov, in Capsuimun Pass. Mr Sharp, K.C, (instructed by Mr Hett, Mesara Mounsey and Brutton) represented the plaintiff and Mr H. E. Pollock, K.C. (instructed by Mr D'Almada e Castro) up- hold the defence.
нам
His Lordship in delivering judgment said it was undisputed that a collision occurred between the junk and the steamer near the entrance to Capsuimun Pass. It equally clear that in the ordinary course of things it was the duty of a steamer to keep out of the way of a sailing ship. In order to facilitate the performance of that duty on the part of a steamor, the Merchant

His Lordship was inclined to think that this last statement was an afterthought and an exaggeration, and that this man was not speaking truly. As a jury, his Lordship said, he would be in- clined on the whole to find in favour of the atcamer, for he could not help thinking that, if there had been a proper light on the junk, the people on the steamer would have seen it earlier than they did. His assessor and himself found that there was no light on the junk. Now, this case was differen- tiated from other cases by an extraordinary state of things. When the steamer went after the junk and picked her up, the pen ple on board the steamier did what they hind not the slightest right to do and what laid them open to a very heavy penalty under the Shipping Act. Their whole conduct was extremely bully-ragging and improper. They had a perfect right to lay by the junk, to shadow her, and then to take any action they might think proper .when they got back to Hongkong. But instead of that the steamer people went on board the junk and tied her up to the steamor and towed her to Hongkong. The towing was not so bad, sa, although the junk people objected to it at first, there was latterly a sort of consent on the part

Hongkong Tides. The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa- ter Police Basin at Tsim Sha Tsui during
the years 1887-8-9.
The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to the height given in the table.
3 inches below mean sea level.
