It is now practically cortain that the navies of the world have to reckon with a novel antagonist in the form of the sub-› marine flotills; and this is scarcely a matter for surprise. Indeed, the idea of a small vessel which can approach its enemy with- out fear of discovery is so attractivo that, once its practicability is demonstrated, its utilisation follows almost of necessity. So we find that the authoriting of all the lead-. ing navies are experimenting with the sub- marine, and-to judge from the naval ma noeuvres of recent years-not without a measure of success; yet many among them, especially in the British navy, aro sceptical with regard to their probable value in serious fighting.
