dear. Should the Chinese buy gold it will become dearer. This, think the astute : Chinese, is not the way to attack the pro- blom. They feel that they must struggle on through their many difficulties without attempting what to them is impossible. The true policy of China is to buy as much silver as possible while it is cheap and use it as they beat can. It would be well to nadopt silver cash in ten cash pieces. In Peking a ten-cash silver coin to replace the ton-ensh copper coin would probably succeed. The Chinese are suspicious of alloy, and they discount subsidiary silver coins in a morciless way. Perhaps it would be woll to try a change. Let silver coins bear a fixed relation to copper cash instead of the relation they bear to the dollar. If it were possible it would be well to call in copper coins, sell them, and replace them by silver coins. The Chinese molt the copper cash and sell the copper. It would be better for the government to do this.

It would be well for the Board of Re- venue to buy silver, from a large silver reserve, and imue notes to the sime nomi- nal amount. They should adopt the bank. ing principle and be as faithful as banks are in changing paper for metal on demand. and instrument the occurrence of an earth- quake which could not otherwise have been' noticed, and he pointed out that probably every carthquake could be thus recorded in any part of the globe. The shock appears to travel through and round the world like an ocean swell, though the rigidity of the earth is about twice that of steel. A series of preliminary tremors precedes the main' shock, and when an observer is about 80dog. from the point of origin of the earth- quake the preliminary tremors reach him in about 15 minutes and the main wave it about 50 minutes. It is possible, by not- ing the differences between the two times, to calculate the distance from the point of origin, and when there are two or three observatorios working, the point can be fixed with a fair amount of accuracy.

The amount of displacement caused by earthquakes in at times considerable. For .. instance, in 1855, 4,600 square miles in 374 New Zealand were raised from lft, to 10ft.; and in Assam, in 1897, 10,000 square miles of country were displaced 16ft. laterally.

The number of earthquakes annually re- corded is very large, and the increase of late years is due to the increase of obser vatories rather than to an actual increase in the number of shocks. In no country in the world is seismology more carefully studied than in Japan, where professor- ships of it are founded by the Government,. and a great annual saving of life and pro- perty is brought about by improvements in 125 building and engineering works made: owing to increase of knowledge of the be- haviour of earthquakes. The average. energy of earthquakes in that country having been determined, the engineers and builders are able to build to withstand known forces. The average number of small earthquakes in Japan is about 30,000*

Feb. The great electric generating plant at Niagara Falls has been destroyed by fire. The origin of the outbreak was due to lightning exploding the big trans the power-houso. STEAMER CANDIA, FROM ANTWERP, LONDON, PORT SAID, SUEZ AND STRAITS.

that their Goods are being landed arid placed at their risk in the HONGKONG AND KOWLOON WHARF AND GODOWN COMPANY'S GODOWNS at Kowloon, where each consign- ment will be sorted out Mark by Mark and delivery can be obtained, as soon as the Goods are landed.

Optional goods will be landed hore unless Instructions are given to the contrary before 3 p.m. To-day.

Goods not cleared by the 2nd March., at 4 p.n., will be subject to rent.

No Fire Insurance will be effected by me in any case whatever.

Damaged packages must be left in the Godown for examination by the Con- signee's and the Company's representative at an appointed hour. All claims must be presented within ten days of the steamer's Arrival here after which date they cannot be recognised. No claims will be admitted after the goods have left the Godowns.
