Daily News: The preliminary issue by the Municipal Council of blue-book of some filty pages containing the estimated revenne and expenditure in 1903, with the remarks thereon of the outgoing Council, is a very commendable innovation. It gives the ratepayers plenty of time to understand what it is to which they will be asked to come it themselves at their faith- coming annual meeting, It is a serien of big stops from a total expenditure ten years ago of Tls, 457,600, to an ordinary expenditure this year of Tls. 1,179,500, and and extraordinary expenditure of Tls. 535,7000, or a total of Tis. 715,200. That is, the total coast of govorning Shanghai, excluding the territory south of the Yangkingpang which has its own Council and Budget, has nearly quadrupled in ten years. It is possible that the strict economist might be able to reduce the estimates for the present year here and there without any consequent loss of efficiency; but Shanghai has grown so rapidly in the interval between its jubilee

Since the issue of our last circular, dated the 30th ultimo, our Yarn' Market has ruled steady, and prices show a little or no im- provement on last mail's quotations, and a good deal of settlements were put through both for spot and cargo to arrive. Sales during the fortnight comprise of about 75 Bales of No, 6, 4,160 Bales of No. 105,--1,000 Bales of No. 125,-361 Bales of No. 168,--and 1,845 Balos of No. 205,-in all about 7,500 Bales.
