This indisputable truth led to the inquiry instituted in 1882 by Alexander III., and thereafter the Drink Legislation entered upon a new phase, In- stead of investigating the frequency of oper intoxication, which does not prove much, or the alleged increase of drinking and alco holism, which is doubtful, considering the very small earnings of the peasants, the new legislation has addressed itself to the taak of protecting the people against their real enemies. The watchword was not changed; it was still the struggle against drunkenness. The Minister of the Interior was called upon to remind the villago nuthorities of the laws concerning drunkards, but, as a matter of fact, thin was a shaft directed at the

With the sole view of restraining the latter, the Penal Code was repeatedly altered and supplemented, severe penalties being enacted for the very procedure which formed the basis of their trade, that is, the selling of spirits on credit, or in small quantities, to be paid for after the harvest; for receiving articles pawn for drink, paying wages in kind; the barter of spirits for agricultural produce, &c. All such operations were declared null and void, and might entail the loss of the publican's licence. With regard to the public-house premises, the law of 1885, reversing previous enactments, prohibited the rale of liquors in special establish- ments otherwise than in corked bottles; the retail sale of spirits, that is, by the glass or in open bottles, was permitted only in establishments where food was served to the customer, those are called traktirs. The sale of spirits for home consumption is carried on in special stores, which are expressly forbidden to sell vessel.These shops for liquor in open vess the sale of spirits by the bottle must consist

Steamer Ashore at Chefoo.

The Chofoo correspondent of the N.-C. Daily News wrote on the 26th Jan.:--- Last night under a stiff N.W. breeze and a heavy sea, the steamship Teh-ho (Messrs T'ai-ho & Co., agents) ran ashore on the west beach. It is reported that three of her crew, one Japanese and two Chinese; jumped into the surf and were drowned. The boat is not likely to be much damaged, but will not very easily be hauled off.

Rongkong Tides. The Tide Table given below has been complled by the Nautical Almanac Office In London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa- ter Police Basin at Tsim Sha Tani during

the years 1887-8-9.

The zero of the table is Low Water Or. dinary Spring Tides, which has been found to be 2 feet below mean sea level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 5 ft. 7 in., and on the gauge at Lamont Dock, Aberdeen, add 12 ft. 9 in. to the height given in the table.
