OT two notable facts. The school has been an absolutely free course. No objec tion like boon taken to it and no unfriendly feeling has interfered with its emo ih work- ing. Again the demand for an English education has proved to be very popular, and the general style of the education which the Society simng at providing is what is best appreciated here. On these grounds I think that you, the promoters of the Society, have much reason to congratulate yourselves on establishing this school. In the opening week there were, 170 puplis in attendance and a fortnight after we

had 24. Later our numbers were limited only by the accommodation of the school which is seated for 283. The average num-" ber on the roll for the last six months bas been 298 while thenverage daily attendance has beon 258. Judging from the class ez- aminations_held_during the Ression, the work which was at first very slipshod has shown considerable improvement, although great difficulties have to be faced. The books we use are doubtless the best which the market can at present supply, but they are not very satisfactory for Chinese students. The atudy of English might be a much simpler task than it now presents itself and it is to be hoped that such books will soon he obtainable as will lighten the difficulty. Regarding physical exercise, our limited space has made any form of it impossible, but the ground newly acquired will obviate that drawback next session. Instruction in Chinese is given in the afternoons. This is done by thoroughly capable mas ers and is an indispensable acquisition on the part of scholars. In conclusion, I wish to record my indebted. ness to my able and willing staff of as- sistants, and to our worthy Local Secretary, Mr Ho In Hing while to you, Mr Kado me and to you, Mr Lau Cha Pak, I Ce a deeper debt of gratitude for the courtesy and sympathetic feeling extended to inu na a stranger in a strange land.

Mr Young Hee then presented the prizes to all of the most successful pupils.

Mr Ho Iu Hing, the local secretary, highly complimented both the teachers and pupils on the work done, and encouraged the latter to take a complete course so as to qualify for high positions in future. He deplored the a tion of those merchants who having promised subscriptions to the Society had refused to pay up, thereby ne cessitating the collection of subscriptions from the scholars.

The headmaster then called for three cheers for Mr Young Hee, who presented the prizes, and for all the visitors who were present.

Mr Young Heo sald-Mr Stirling. ladies and gentlemen. It affords me great pleasure even to be present at such an im- portant function as this; but to have the honour of presiding therest and the privil legu of presenting the prizes makes me fool duly grateful to you for the great honour which you have so kindly conferred upon me. I have much pleasure in con- gratulating Mr Stirling and his able staff on the excellent result which has been attained by this collego during its first session. Whilst doing so, I

cannot

help referring to the origin of this worthy institution. I think you are all aware that we have amongst us to-day two gentlemen who took the initiative and are principally responsible for the founding of the now well known Ellis Kadoorio Society by which this College is established and main- tained. They are your worthy President, Mr Kadoorie and your energetic secretary, Mr Lau Chu Pak-the former so muniti- cently endowed the Society, and the latter at great self sacrifice, worked so patriotical- ly and energetically in bringing the objects of the Society to such a successful issue..

I may say Mr Lau Chu Pak's mission was by no means an easy one, on the contrary, he was more than once confronted with great opposition from some persons who foolishly and maliciously wished to oppose any form of progress in our country; but fortunately his motto was like that little verse try again,' which we have just had the pleasure of hearing recited, and he tried again till he succeeded.

I must now congratulate him and Mr Kadoorie on the inarked success which has attended their efforts. When we recall the fact as to how weak the Chinese Empire is at present, how urgently she is in need of reform, and that education being the recognized step- ping stone to national reform, we cannot holp coming to the conclusion that these gentlemen havo, by their actions in found- ing the Society, and its schools, proved themselves great benefactors to the Chin. ese both individually and as a nation, and to them everlasting gratitude is due. My sincerest wish is that more gentlemen like Messrs. Kadoorio and Lau Chu Pak would come forward and render the poor Chinese that help which they should, but do not get from their own Government. As to you boys, I think, after the most instructive remarks address- ed by your worthy secretary, I need not say much more to you. I sincerely wish. to see you thoroughly understand the benefits to be derived from an English education, and take full advantage of the splendid opportunity now offered you by the Ellis Kadonrio Society. I will now conclude by wishing the Society, and all of you, continued success and prosperity. To show our appreciation of the kind efforts. of all the gentlemen who had assisted in founding the Society and this College I ask you to join me in giving them three hearty cheers (cheers).

Yesterday was China New Year's day. There is the usual interruption in business consequent upon the native festival.

As a result of last year's bad times, several of the Chinese chartering hongs will not continue after the holidays. Some, however, have survived, and, with perhaps the reconstruction of some firms success- fully effected, more business in the way of time charters may now be looked for.

Meanwhile, natives, as is their wont, will be ho'ding back for some 'propitious day by their calendar to start the now year's operatione upon, and, until then, for just a short while, affairs generally will be quiet.

The market locally for rice has been better lately which may help to accelerate resumption of business by natives. From the same cause there was a lively demand for tonnage last week from Saigon to this, with quite a number of settlements result ing at about 15 cents.

Somehow now crop's grain has become available earlier at Saigon than all advices would make buyers export! For the Philippines also additional chartering has come to pass, for middle of February and end of February and March, rates about 30 and 35 cents respectively, and for Japan several crgues have been done. A 4,00 tons d.w. carrier for towards the end of February clused Saigon to Kobu and or Yokohama at 29/314 cents; for samo de- stination, middle of February, there has been a 3,000 tons steamer taken at 28 cents, and for early March, 2,000 tons, at 36 cents.

In directions other than Saigon, hardly anything has been done since last report, though some enquiries from elsewhere at impossible rates have not altogether boen wanting.

Concerning Coal freights from Japan ports, 82.0 is still quoted Moji to this. For Singapore ordinary requirements appear to have been filled by some fixtures elsewhere, anyhow hardly botter than $2.50 can at present he named,

fhe Tide Table given below has been compiled by the Nautical Almanso Office In London from the result of the analysis Wrostock of observations taken by means of an au. tomatir tide-recording machine in the Wa ter Polles Basin at Tsim Sha Tsui daring the years 1887-8-9.

The zero of the table is Low Water Or dinary Spring Tides, which has been found to be 2 feet below mean sea level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 5 ft. 7h,ལ in the gauge at Lamont Dock, Aberdes, add 12 ft. 9 in. to the height given in the table.
