The system of crity and training will be identical for all until they reach the rank of sub-lieutenants, at about the Age of 20 years Then the officers will be distributed among the executive, tho engineer, and the marines branches, thesd three branches representing the essential fighting efficiency of the fleet,

The cadets are to spend four years in the training ship Britannia, three years ins sen-going ship, three months in the Naval College at Greenwich, with an examination, then a half-year at Portsmouth for instruc- tion in gunnery, torpedo, and engineering work, followed by a fresh examination.
Meanwhile the ohange of systems will be graduni.
Engineer officers will be given increased pay and will wear the same uniforma as combatant officers.
Officer of the Royal Marines will be given increased emoluments and will be allotted a greater share in the general work. of their ship.
