The presence of elderly men who have been refused promotion, and who are kept on board to perform functions for which they have not been trained, would be deplor able. The suggustion that they might be employed to replace combatant, ollicers at a pinch will not stand examination. They lave outgrown junior work, and have been declared unfit for the higher. They have no place on a ship. Nobody propuses that Doctors should take a watch, except in the sick buy, or command a battery, or lead ahuding party. Where there is intrinsic difference of function, good order r: quires corresponding distinctions in the men. The result of throwing masses of accountant work on the officers of the Army has not been so good that we should wish to mee the example followed in the Naty.
The case as regards the Naval officers, the Marines, and Engineers is by no means, BO simple. They do, indeed, discharge radically different functions, but their attributes overlap, with the result that there is conflict and discontent in the Service, as well as some regrettable jarring in the execution of werk. These collisions and rivalri. s am most acute as between the Naval officers and the Engineers, A social element which we touch with reluctance, hat which cannot be iguured, enters into al complicates the case. It is fur, worse as it appears in the complaints of parti- sans than in reality, but it exists. The Engineers entered the Navy somusixty years ago as mere cagine drivers. It has only hon by derees that they have attained to the position of officers, while it is idle to affect to ignore the fact that the reception given then has not always been gracious, They have suffered from those. pin- pricks to self-esteem which, as every one who possesses an elementary know- ledgo, of human nature is well aware, often cause more pain and leave a inore mnkling memory

According to the new model. the age of entry to the Britannia will be thirteen, and the course will be con. tinued till seventeen or eighteen. By this time it will have been possible to give a sound foundation of technical knowledge.

The identity of professional feeling which the Admiralty wishes to secune will hardly buobtained if the young officers are separate immediately after the Britannis course is finished. We may, therefore, expect with confidence, to hear that they will begin their active career together at sea as midshipmen. *Specialisation,' as it is called, will come at some later period. It is here that the main difficulty of carrying the scheme out fully will probably be found. Hongkong Tides.
The Tide Table given below has been in London from the result of the amalpais compiled by the Nautical Almanac Office
of observations taken by means of an au- tomatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.
The zero of the table la Low Water Or dinary Spring Tides, which has been found to be 2 feet below mean sea level.
To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 6 ft. 7 in., and on the gauge at Lamont Dock, Aberdeen, add 12 ft. 9 in. to the height given in the table.
