THE THREE PROFESSORS.
We cannot fairly say that Professors Dowar, Perry, and Ármstrong, who all lectured on education at the British As sociation Congress, did more, in effect, than what so many other public men and newspapers do; they called attention* to the subject. With all respect to these distinguished men, that is not a very difficult or a very useful achievement. It would be more to the point if they would draw up a specification from which the general public might learn exactly what is wanted, how much it will cost, and what the taxpayer will get in return for his money. Professor Dowar, for example, gives us a comparison between the num bers of trained chemists employed in German and in British factories, and he tells us that there exist in the Fatherland chemical industries worth fifty millions sterling, largely founded upon the re- searches of Englishmen. Prima facié, therefere, we have lost £50,0 0,000 by neglecting to develop these industries; which opportunity has been lust, according to Professor Dewar, through

Yet the basic principle of Municipal Socialism is not even that one good as another, but that the manual Jabourer is a great deal better than anyone elso; that his word should be law, and that the whole world is his, and the fulness thereof. By concentrated political mance- uvring, an attempt is actually being made to give practical effect to such pestilential doctrines in our Municipalities, and in several cases the result hus been to cause the town to make marked progress' in the direction of insolvency.

HONGKONG SHARE REPORT.
In their weekly share roport dated 9th January, Messrs Benjamin, Kelly and
Potts write:-
During the past week, the market has displayed more activity and, apart from Hongkong Fires and Hongkong and Wham- pra Ducks, rates generally have improved and close with an upward tendency.

Star Ferries have ap- preciated in value and there are buyers of the old issue at $25; the new shares are in the market at $15. Sales of Shell Trans- ports have been effected at £17/6, at which figure more shares are wanted.
Refineries.-China Sugars are in request at $89. Luzons have been disposed of at $12.

Raubs continue to improve and have buyers now at $74. Chinese Engineering can be placed in Shanghai at Tis. 8.20.
Docks, Whareesand Godowns, -Hongkong and Whampoa Docks have been negotiated at dcolining rates down to $205, but are now firmer with buyers at this figure. Farnhams are reported sold in the North at Tls. 177. Kowloon What is have risen and after sales at $89 and $98 are asked for at the higher rate. Hongkew Wharfs have reacted and are offering in Shanghai at Tls.
310.
Lands, Hotels and Buildings-Hongkong Lands have dropped to $184, but at this price buyers rule the market. West Points are to be had at $57. Kowloon Lands keep steady with buyers at $314. Sales are re- ported of Shanghini Lands" at Tls. 116 cum new issue. Hongkong Hotels have been, and can i!! placed at $141. Hum phreys' Estates are firmor with buyers at 812. Ardagh (Director of Mili-state that the Committee of this Cham- tary Intelligence), and Rear-Admiral Cus- ber consider, after the expression of tanco (Director of Naval Intelligence). opinion by the Inter Departmental Com New Laws. The principal recommendations and con- clusions of the Committee are summarised as follows:
1. In view of the probability of cable- cutting, a variety of alternative routes should be provided wherever esseictial to secure telegraphic communnation in time of
war.
2. Appreciable but not paramount value should be attached to the provision of All British routes. Every important Colony or Naval base should be connected with this country by one cable touching only on. British territory or on the territory of some friendly neutral. After this there should as many alternative cables as possible be following commercial routes,
We recommend the construction of (4) A cable conneding either Rodriguez and Ceylon, Cocos-Keeling and Coylon or Goers-Keeling and Singapore. (b) A land ling connecting the Straits Settlements and Burma. (c) An All-British' cable to St. Lucia, to be commenced as soon as the state of cable enterprise in the West Indies permits.
4. While land-lines are cheapor to con
than sub-marino struct and maintain cables,, it is in certain cases essential on strategic grounds that the former should not be permitted to drive the latter out of the field of competition.

In view, however, of the fact that the rates between Indin and Great Britain, and between the Straits Settle- ments and Great Britain had been reduced after the issue of the Inter-Departmental Committee's Report, the Committee of this Chamber will shortly once more press for a reduction of the Hongkong rates.
I am also requested to point out that ne- cording to the Agresment for landing rights granted by the Hongkong Government to the Cable Companies the public are practi- cally the hands of these Companies in the matter of charges, and to express the hope that in view of the special reference (recommendation and conclusion 7) by the Inter-Departmental Committee to the may be relied upon to bring about a question of landing rights your assistance termination of this state of affairs at the carliest possible opportunity.
