At the St. Andrew's Dinner in Colombo, General Sir Hector Macdonald suggested the formation of a Caledonian Society for Ceylon. The suggestion has, caused much discussion, and the Editor of The Times of Ceylon, judging from the columns of inter- views ho has published, has evidently de- tailed his staff to obtain the opinions of overy Scot in the Island. As might have been expected, nearly every Scot has his own opinion on the subject, and some of then appear to be very downgrado Scots indeed if we may judge from the follow- ing :-

New York, December 24.-The Am- crican steamer Caracas while attempting to enter the blockaded port of La Guayra, was brought to by a shot across her bows from an Italian warship and her entrance forbidden, The
took place ecurrence within the observation of the United States gunboat Marietta, whose commander at once sent a boat to the Iralian, and made a formal protest against any such in- terferengo with American shipping. After a long conference the commander of the Italian ship withdrew his interference, and the Caracas proceeded.
The Imprisoned Mabini. New York, December 25. -The leaders of the anti imperialist party have addressel a communication to the President in which they demand the release of Appolinarios Mabini from his confinement at Guam, The tone of the message is very peremptory! and has excited much comment, being he yond anything of the kind ever before done by the society. The letter holds that banishment is beyond the power of the President or any otlier American official and enlarges upon the danger to American liberty if such practice is allowed to con- tinuo. No action or announcement of any intended action on the letter has been given to the public and it is believed that no at- tention will be paid to if.,

The King has been graciously pleased to approve of the Royal Welsh Fusiliers being permitted to bear the distinction Pekin 1900' upon the regimental colours in recognition of services rendered in

Russian Royalties.
As a sequel to the removal of the Grand Duke Paul from the Russian Army, in consequence of his recent marriage, his name has, says a Berlin Correspondent, also been removed from the Prussian Army List. He was Honorary Colonel of the Emperor Nicholas the First's Cuirassiers at Brandenburg. A telegram arrived there from the Emperor William, with the information that the Czar had undertaken to occupy the vacant position. The next afternoon a telegram was received by the Regiment from the Czar, who expressed his pleasure at being the Honorary Colonel of such a distinguished Corps.
