He was glad that German and British sailors were acting side the He regretfully denied imaginative statement that every difficulty between France and Great Britain was on the eve of settlement; but such reports, he said, indicated that the wind of public feeling was blowing in the right direction. PEKING SYNDICATE RAILWAY OPERATIONS.

PEKING, December 15. The Peking Syndicate have decided to construct a Railway commencing from Tsechou, Shansi province, thence passing through Honan and Anhui provinces, terminating at P'uku, Kiangsu province. Mr Jameson will soon leave this city, accompanied by a British Military Officer and two Indian surveyors, to examine the proposed route; and the Ministry of For- eign Affairs has issued the necessary pass- ports together with speciál instructions to various Viceroys and Governors of pro- vinces en route to give every protection and facility to Mr Jameson and party in their work.

THE CHINESE TELEGRAPHS.

According to Native Official report the Imperial decrce commanding the transfer of the Chinese Telegraph Administration to the sole control of the Imperial Govern. ment was entirely due to the advice of Viceroy Yuan Shih-kai, and it is further stated that the control of the Chinn Mer- chants Steam Navigation Co. will also, sooner or later, be taken from Sheng Kung. pao and handed over to the management of the Imperial High Commissioner of the Peiyang Administration.

THE FOREIGN LOANS OF VICEROY CHANG. Influential officials in Peking aro unanimous in condemning the policy of Viceroy Chang Chili-tung in making foreign Joans. When Viceroy Yuan Shin-k'ai had his audience of their Majesties the other. day he also gave it as his opinion that all the enterprises of Viceroy Chang lacked substantiality. The King's Speech in proroguing Parlin. ment mentions the agreement between Great Britain and Japan, whereby the two governments have bound themselves to Assist one another in certain eventualities for the defence of their respective interests. Hongkong Tides.

The Tide Table given below has been compiled by the Nautical Ahmanac Offico in London from the result of the analysis of observations taken by means of an an. tomatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.

The zero of the table is Low Water Or. dinary Spring Tides, which has been found to be 2 feet below mean sea level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 5 ft. 7 in., and on the gauge at Lamont Dock, Aberdeen, add 12 ft. 9 in. to the height plven lo the table.
