man who was not excelled in China for his knowledge of tho Chinoso and of the Chinose language, and also Mr Dudgeon, of Shangbai-(cheers)—who is known pro- bably by evorybody in this room, and who is the chairman, of the Shanghai branch of the Association. With thoso two assistants, and with a very able, secretary from the Foreign Office, Mr Cocks, and an extremely able man from the Board of Trade, Mr Clark, I was fortunate, indeed. As Sir Thomas Jackson has said, HILL when I got to Hongkong I had a kindly reception from everybody. Not only at Hongkong was I supported by Sir Thomas Jackson- and others, but all through the somewhat dreary months which I spent in Hongkong I got telegrams saying, Stick to your guns. You will win in the long 2012
run. Thon I found that when I got to Shanghai, after a few interviews with Sheng Kung-pao, the Chinese Commissioner, that I was fortunate indeed. I found in hiin a' man extremely intelligent, a man who knew exactly what he wanted, and who, so far as I could make out, knew exactly what was good for Chum as well as what was good for Great Britain. In him I had a most amiablo colleague, and I am happy to say that my relations with him during the whole of the nine months I spent in Shanghai were of the most agretabile, and pleasing description. He was assisted by three men of that service, of which Sir Thomas Jackson has spoken, Mr Hippisley ---(cheers)---Mr Taylor, Statistical Secretary URNISHED SITTING ROOM, with of the Customs, and Mr. Robert Bredon, FURNWO BEDROOMS BATH- the Dupity-Inspector Generalf Custome. These gentlemen, who had the interests of China always at heart, were able to give the Clunese Comissioner and the Chinese Go- vernment advise which was not only in the interest of Ching, but in the interest of the general trade of the country. Then I was fortunate in getting en good terms, when I first went out, with Lin Kun-yi, the dear

Eine been received by the China Association with approbation, and also that it is an ticipated for it by Sir Thomas Jackson, by Mr Keswick, and other high authorities, that it will prova of advantage to the trade of Great Britain. Before sitting down, gentlemen, you know all about the tariff- in fact, I believe you can buy it for 2d.-- but I should like to say that the arranging of an ad valorem into a specific duty was a task of no small significance. It entailed upon us in Shanghai something like 28 meet- ings, at which seven different nations were represented, and we fixed specific duties for somethinglik 9,000 articles. Mr Dudgeon's assistance in Shanghai in connection with the tariff was indispensable. We shoukl probably have been working at it for an- other two or three years had it not been for the standard or text-book that we received from the Foreign Ofice which was prepared by Sir Alfred Bateman and Sir Edward Alford, and one or two others. I believe Mr Anderson and Mr McKie, of the chairman's own firm, helped very materially in preparing that very important document. I thank you again most sincerely for the
kind reception you have given me, and I
are pleased to think that you have given me a welcome back
lifferent to what you expected. (Cheers.)

It is apparent that Russia is beginning to realise that she is placed at a great dis- advantage by the lack of Russians who are. able to speak the Chinese language, whilst England and France, on the other hand, have hundreds of missionaries, educationists, and others, who are able to do so. It was the recognition of this fact, no doubt, that caused Russia several years ago, to send a number of scholars to St. Petersburg to learn the Russian language, in order that the 20th December, 1902, at 11 a.m. sharp, at our Sales Rooms, they might be used as interpreters.
