With thoso two assistants, and with a very able, secretary from the Foreign Office, Mr Cocks, and an extremely able man from the Board of Trade, Mr Clark, I was fortunate, indeed. As Sir Thomas Jackson has said, HILL when I got to Hongkong I had a kindly reception from everybody. Not only at Hongkong was I supported by Sir Thomas Jackson- and others, but all through the somewhat dreary months which I spent in Hongkong I got telegrams saying, Stick to your guns. run. Thon I found that when I got to Shanghai, after a few interviews with Sheng Kung-pao, the Chinese Commissioner, that I was fortunate indeed. I found in hiin a' man extremely intelligent, a man who knew exactly what he wanted, and who, so far as I could make out, knew exactly what was good for Chum as well as what was good for Great Britain. In him I had a most amiablo colleague, and I am happy to say that my relations with him during the whole of the nine months I spent in Shanghai were of the most agretabile, and pleasing description. Before sitting down, gentlemen, you know all about the tariff- in fact, I believe you can buy it for 2d.-- but I should like to say that the arranging of an ad valorem into a specific duty was a task of no small significance. It entailed upon us in Shanghai something like 28 meet- ings, at which seven different nations were represented, and we fixed specific duties for somethinglik 9,000 articles. Mr Dudgeon's assistance in Shanghai in connection with the tariff was indispensable. We shoukl probably have been working at it for an- other two or three years had it not been for the standard or text-book that we received from the Foreign Ofice which was prepared by Sir Alfred Bateman and Sir Edward Alford, and one or two others. I believe Mr Anderson and Mr McKie, of the chairman's own firm, helped very materially in preparing that very important document. I thank you again most sincerely for the

Hongkong Tides. The Tide Table given below has been compiled by the Nautical Almanac Office in London from the result of the analysts of observations taken by means of an au- tomatic tide-recording machine in the Wa- ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.
