The N.-0. Daily News says editorially We wrote on the 9th of October, when dealing with the transfer of H. E. Chang | Chih-tung to Nanking: It is not gener- ally believed by Chinese herb that H.E. | Chang Chih-tung will remain long at Nan- king, where, as we have already said, it is imperative that the Viceroy should be'a Hunanese; and it is expected that the sub- stantive appointinent will be given to H.E. Wei Kuang-tao, Viceroy of. Yunnan and Kueichou,' An imperial decree issued yesterday appoints H.E. Wei substantivo. Viceroy at Nanking and Superintendent of Trade; and confirms the statement that wo have often made that the Viceroy at Nanking must be a Housnesc, H.E. Wei's record leads us to expect that. ho will make дл excellent successor to his countryman, the late Baron Liu. Like so many of his countrymen who have obtained high rank, it was as a soldier that ho first attracted notice. Employed almost exclusively hitherto in the north-west, he was never a friend of Tung Fu-hsiang, and ho was transferred from the Shen-Kan pro- vines to the Yun-Kuei in 1901 because it was feared that Tung Fuli-siang would not be very comfortable under Woi's rule. In its news columns, our Shanghai con- temporary says:-The Imperial Decred which appears in these columns this mor ning appointing H.E Wei Kuang-tao, Viceroy of the Yunkuei provinces, to be the successor of the late great Viceroy Liu K'un-yi in the Liangkiang Viceroyship, may come as a surprise to the ninjority of our rendors, but this was just what was antici- pated and foretold would happen in these Notes,' as soon as the news of the death of the late Vicoroy at Nanking on the 6th of October last was received in Shanghai. As readers of thesa Notes' may remember, when Viceroy Chang Chih-tung, of the Bukuang provinces, was appointed acting Viceroy of Liangkiang upon the death of the late Baron Liu, it was urged that Viceroy Chang Chih-tung being a native of Chihli and not a Hunanese, the peculiar. condition obtaining with regard to the Liangkiang Viceroyalty rendered it highly improbable that H. E. could ever be ac tually confirmed as substantive Viceroy and that he could at most be only Acting Viceroy for a few mon he, that post being by force of circumstances one to-be filled. We then gave it as Hongkong, October 2, 1901. 0221 our opinion that of the two Hunanese officials of high rank available for the post in question, namely, Wo Kuang-tao, Viceroy of Yun-Kuei, and. Nieh Chih- kuei, Governor of Chokiang, the latter was not strong enough a man for such an important position, and moreover of too junior a rank; it therefore followed that, current rumours to the contrary, Wei Kuang-tao would without doubt he finally appointed to succeed the late Viceroy and Baron, Liu, at Nanking.
