Captain Hebson Criticized. Captain R. P. Hobson is. the Daily Chronicle presumes, the gallant young naval officer who distinguished himself in the harbour of Santiago, ́ and still more by a kissing expedition in his native land. This reached such magnitude, indeod, that". Captain Hobson was in a fair way to kiss the entire female population of the United States when his jealous superiors interven- ed, and ordered him off to Manila, There he has been brooding over the greatness of his country, and we have the outcome of this rumination in a remarkable essay, entitled America Must Be Mistress of the Seas.' Captain Hobson is led to this conclusion by contemplating the superlative grandeur of the American people in all the departments of energy. They possess a soil which could support the whole of human life without exhausting an acre. They heat the world in physical and mental capa- sity.

A Moscow Correspondent writes that the St. Petersburg Gazette gives some inter- esting figures about the Japanese Army, According to these figures Japan has almost trebled hor Army in the past ten years. Counting in as available for war both her First and Second Reserves, the total forces fully trained are now 509,96Q officers, non- commissioned officers, and men. The cost to the State of the men on actual service is about 250 yen per man, or not more than two-thirds the cost to Russia of her Army, which is the cheapest in Europe, and just about half the cost per man of Germany's Army, which is the most expensive. The simpler tastes of the East sufficiently ac- count for this factor; but the most striking point is made by comparing the figures of population with the Army totals. This shows that, while France takes as many as 15 per

During the consideration in Committee of the Public Health Consolidation and Amendment Bill. Mr Sharp quoted an opinion given to him by Mr W, Danby It was mentioned in reference to the sub. section which provides for greator thickness in walls. In all my long experience here, said Mr Danby, I have never known of a house collapsing that has been built in strict accordance with the present Building Regulations. After the sad experiences of last year, Mr Sharp thought that no precaution should be left unutilised in order to prevent this shocking loss of life. At the same time there was no neccssity to adopt unnecessary restrictions, and he de sired to know from Mr Chatham if he concurred with Mr Danby.
