THE FREIGHT MARKET.

In their Freight Circular, dated 6th Dec., Messrs Lamke and Rogge write :--

Freights, coast wise, have ruled mich easier since last writing on the 21st alro., and at the close there remain very few orders on the market.

As for Saigon, there have, hy latest ad- vices, boon arrivals of grain yet from the interior larger than expected, but, some.. how, even though prices have receded, the deinand for neighbouring markets has for the present consed. Business done during the fortnight comprises a few fixturos for Mongkong at 18. 17 and 15 cents. a char tor for Manila at the reduced rate, of 26 cents and another for 1 porr N. C. Java at 25 cents, and at time of writing, whilst several handy-sized boats are open for engagement, there are no further offers.

From Bangkok, there has been un in. provement during the fortnight, and ini mediste prospects remain bad. There aro hosts generally, trading in that direction forced to look for temporary employment elsewhere.

>

From Wuhu anil Chinking for Canton, a good many boats continue to be employ- ed under previons contracts, but there is little further demand. A fair sized German bar is reported fixed from Chinking, hump sum, with fixed by days,' as per list of settlements, and Norw, str. Selion to do a trip from Wahu, on "time" basis, almont one month. Under the usual despatch clause, which is part of ordlimavy liners terms' as equceded to charterers," Yangisze steamers have, one and all, 'liners' includ- ed, been made, to suffer quite unreasonably long delay at Canton lately at the bands of the charterers, and fixtures, which by the

• rates 'looked attractive enough have for this and other reasons,

as shortage in weight, etc., resulted in much disappotiiť. ment and in serious trouble, which, some- how, seem inseparable from chartering in this direction. They ate ccensioned, withi out a doubt, by charterers being allowed ton ninch latitude by liners":

Concerning freights from X. C. Java to Hongkong, usual 1, 2 er 3 ports loading at charterers discretion 20 cents has in several instances been necepted for all dry sugar. Norw, str. Flolicing is reported fixed on time, 3 mouths, as probably filling some demand that was existing in the sime direction for tonnage to hand wet sugar and general cargo.

Coal freights are unchanged as far as Hongay is concerned, with business done to Hongkong at $1.80. From Japan. after charters from Moji or Kuchino'zu at $3,00 for Singapore, $2.65 for Hongkong, $4.25 for Manila and $3.75 for Saigon, rates have "eased off; there remains some slight enquiry for Moji/Hongkong, December. at about $2.50, and Singapore about $2.F0.

On monthly basis, besides fixtures already enumerated, Norw. s.s. Tyr has been done to continue her present charter for further! 11 months, rate $7,750.00 per month. The Spol, a new Norwegian boat, is said to have been engaged from March/April next, 12 months, and the Pronto, another Nor- wegian, from March, term probably 8 mouths. It is decidedly difficult to work any time chartors, and the usual business for native account is conspicuous by its absence so far. Charterers, through having sustained so very heavy losses during the current year and in face of undecided pro- spects for the next, are quoting very low. whilst the heavy declino in oxchange makes it imperative for owners to hold for certain rates.

Sail Tonnage:No charters are reported. Tae Llagun Munnel for New York is fully laden and about to sail, The Daylight continues to occupy the bertli,

American bark Luzon having completed repairs, has left for Manila.

THE LAW ON CRIMINAL NEGLIGENCE.

As there has been a considerable amount of comment upon the recent decisions of juries in the enquiries into collapsed houses in the Colony, it may help to dispose of much misconception if we quete some of the opinions of legal authorities submitted to the jury in the Kowloon City Road case by Mr F. Proposed British Coal Syndicate.

It is announced that a scheme is being formulated to combine the collieries of the United Kingdom under a syndicate similar to the great German rings, with a view to regulating prices and wages, and resisting the encroachments of American trusts. The basis of cooperation is a pooling arrangement under which, in the event of collieries being closed in any district owing to a strike or excessive production, owners will be compensated out of the profits placed to a national reserve, as the move- ment is based on patriotic lines, to keep trade in English bands. The co-operation of miners is expected.

the botter in the finish, up and if they do as well to-morrow as they have done at training, there is no reason why the V.R.C. should not regain lost honours this year. Let's hope they do.

With the introduction of the Rider-main which is to regulate the supply from block to block of houses, in rotation, at one hour 40. The following arrangement would per day, it is obvious then that should greatly improve matters. At present, another drought overtake us the present house services are connected, directly, to storage capacity would prove ample, and the street mains. The house-service should be disconnected from the principal main, and connected to the rider mains. In this way, the Town would be divided into blocks of convenient size, the water-supply to which could be turned on and off, independently and in rotation. The water could then be turned on to and shut off from a large group of blooks, in rotation. No. 1 block would re- ceive water from 3 a.m., to 4 a.m., No. 2 from 4 to 5; and so on.

sure.

That the Rider-main system is not advocated solely for the interests of Chinese landowners, as suggested by 'Aquarius,' might also be quite apparent; when, for every house owned, a contribution averaging about $100, for the installation of the System, will have to be paid down, and the only hope of got- ting back the amount of this Cash Con- tribution rests on the chance of a possible increase of rent, which at most, will not amount to more than from 25 cents to 50 This will be cents per flat per month. regulated entirely by supply and demand. so that there is a possibility of the landlords not being able to recoup themselves for a long time. If the Government enforces the present Water Bill, which the Chinese have through petition to the Secretary of State sought to get disallowed, the supply will be cut off from tenement houses, and every drop of water will have to be carried, which will cost at least $3 a month for carriage to every flat; therefore the Rider- main System will save the tenants of every flat at least $2.50 per month, to say no thing of other serious inconvenience and hardships. In this connection, it will be plainly seen that the landlords are studying the economic as well as the humane side of the question, and with this disinterested motive and from a sanitary point of view, they think they are serving the best interests of the Colony.

I

It is difficult to spot a winner out of the five boats that will start for the Chairman's Cup, once the principal event in the Vic toria Regatta. Every crew has at least one weak man. Last week, I would have had no hesitation in singling out Herbst as a likely winner, but he has been unfortu- nato in losing his bow, who has had to stand down owing to an attack of fever. Of the others, I fancy the crow stroked by A. E. Alves, with Lapsley a good second.

No doubt a great deal of interest is centred on the race for the Ladies Prize. Bingay, Kohler and Horbst all have good men behind them, and as the distance is only a mile the lighter crews will not be su handicapped. Armstrong Then thrown in his lot with the Boat

It also points out that the new system will greatly mitigate the evils attendant on the existing system of intermittent supply, because it will be a permanent improvement. So much for the opinion of a qualified Expert.

Now, Mr Editor, 'Aquarius' in his let- tor says 'lu all that has been said'or written, no attempt, so far as I am aware, lins been mado to point out the dangers of the Rider-main Scheme which seems likely to be forced upon us.

Rider-main is a good word, and seems to have been lugged in to disguise the real issue, which is. free, unchecked water to the Chinese. It is advocated in the interests of owness of Chinese tenements whose tenants demand water without metering. And if this Ridor-main system is carried out Hongkong will soon be known through- out the Esst as the town of the six moths' water supply. That does not appear to be a cheerful prospect for investors. How many years will it take to complete this gigantic scheme, and how about the pestilence which is likely to follow this sweeping disruption of the streets, to say nothing of the block and congestion of traffic?

It is intended, hosever AS to open out the district thoroughly and thus effectually put a stop to the raiding into British territory. This will be best effected by the construction of a military road with detachments of posts held by small Border Police or Militia. This road The Full Details Printed in Pamphlet Form.
