Sir H. Rumbold's Article. The Vienna correspondent of the Stand ard wrote on the 30th October:-An ex- tract from Sir Horace Rumbold's article in the National Review, 'An English Tribute to the Emperor Francis Joseph,' has been. tulographed to the New Freie Presse, and is published here this afternoon. The article itself will certainly be read, with interest by everyong in this Monarchy, both for the writer's appreciation of the venerated Monarch, and for the opinion expressed,by the late Ambassador that the preservation of Austria-Hungary is a matter of the greatest importance for England as well as other countries. I am afraid, how- over, that Sir Horace Rumbold, in repre- · senting the share the Emperor and Austrian Government took in averting what was called a coalition against England, whilst slie was engaged in South Africa, or st least an intervention or the somblance of it, judges too much from what he observed himself, while he, perhaps, overlooks, or does not sufficiently consider, what happen- ed outside his personal cognisance. As it is highly desirable that people in England should know exactly what took place, I would venture to remind Sir Horace Rumbold of one or two incidents which have had a great bearing on the matter.
One fact to be mentioned is that the late Count Muravieff actually tried his unskilled hand in bringing about a coalition against England. He started with a hint to this effect in Spain. and following it up by a broad suggestion in France. For his failure Enginud need not thank either the Emperor Francis Joseph or the Kings of Saxony or Würtemberg. It was distinctly due to the French Ministry and to sober people in France outside the Cabinet ; aud so clear and decisive was the rebuff, that no other Power had an opportunity of ap- proaching the position planned by an inex- perienced Russian Minister.

In case England alone could save auch Austria from falling to the rank of a second- class Power England did this in Lord Beaconsfield's time, and, whatever may be Haid, would do it again, rather than allow Austria to disappear from the list of first- class Powers, if for no other reason.

Although the use of armoured concrete in the construction of various types of building has been known for many years. it is only within the last ten years that the principles involved in such construction have been fully studied and completely understood; but to-day its use, especially on the Continent, has been developed al- most into a special science. There is no doubt that the subject merits the consider ation of engineers engaged in constyretion.

The aim, of course, in all the systems is to increase the resistance of concrete to tension strains or to shears; and to obtain the desired result in par ticular works it is necessary to know some- thing of the inter-relation of the elastic pro- perties of the metal and of the concrete in which it is embedded. Various inves- tigators have given attention to this matter, and by theoretical calculations and by practical experiment, lava worked out. umpirical formule which may be applied la ponetics.

Mr Bowley, Crown Solicitor, in opening the case, said there was a typhoon blowing at the time the houses gave way, the wind attaining a speed of forty-nine miles per hour. The houses were built forty years ago. They were originally two storey houses but, last year, the owner, Lum Yuni Ting, had been ordered by the Sanitary Board to add a yard, and at the same time Lum Yum Ting added a third storey. The plans were prepared by Messrs Denison and Ram, but there was no European supervision of the building work. There were eleven persons in the house at the time of the collapse.

The zero of the table is Low Water Or. dinary Spring Tides, which has boon found to be 2 fear holow mean sea level.
To obtain the depth of water on the tide gange at the Victors Naval Yard add 3 fr. 7 in., and on the gauge a Leinent Dock, Abordoen, add 12 ft.
