The company also owns a complete modern machine shop at Manila for gener1 repair work, and has a screw hoist for docking small vessels. the Straits Settlements, to New York, hai, Foochow, Amoy, Hongkong and

dispatching some nine or ten boats a year"

All of these vessels have been chartered and have not taken return cargoes from this port-that is to China and Japan. The new enterprise will therefore complete the line' by affording an outward service. In fact the Anierican-Asiatic Steamship Co. will not only establish a new line from this port, but will also take charge of the business nlready established in the Orient.

While there is no direct official connection between the two-interests, those behind the

American Asiatic Steamship Company and the American-China Developing Company are largely identical. The Development Company has the funds to complete the rail- road between Hankow and Canton. This class connection means, naturally, that the two enterprises will be operated in harmony

As was explained in these columns re- cently, the railroad which the American- China Development Company is building is to be virtually a continuation of the Lu Han Line, whose objective point is Han- kow, which has been aptly described as the Chicago of China.' Although divided from the adjoining town of Hanyang by the Ian River, and from Wuchung, which is the capital of the province, by the waters of the Yangtze, Hankow constitutes, with its neighboring cities, one great contre of population numbering considerably over 2,000,000 souls. But when a railroad has reached Hankow, at a distance of some 650 miles from Pekin, it has barely traversed half the breadth of China from north to Bouth.

It is at this point that the Ameri

work, but from the first it was found that

they were unequal to the task of coping with the inflow, and gradually the water gained, rising higher and higher in the hold. Next morning it was found that the ballast tanks in the peak were full, putting the steamier down by the head, and mak- ing it evident that she had but a short time to Bost. In the evening her bow was so far under water that she became unman- ageable, and it was seen that she was gra- dually sinking, despite every effort that could be made.

Another Appeal by General Botha.

Oct. 31.-General Louis Botha in an article in the current number of the Con temporary Review says that if the British only realised the pitiable state of the Boers it would be unnecessary for the Boer generals to make appeals for help. After Mr Chamberlain's reply to the request for further aid the Boor generals considered that it would be impossible to reopen the financial question, as they un- derstood that no appeals for help would be listened to, British generosity being limit- ed to the legal obligations under the treaty. Owing to that harrowing prospect the Boer generals made an appeal to the world in the manifesto published on September 25, and in doing so they had no desire to alienate Great Britain from their cause.

Nothing has occurred as regards the Boer generals abroad, General Botha affirms, that can reasonably be calculated to offend the susceptibillties of the British.

If Great Britain will still aid the Bocis with money it may serve as a substituto for the army of 100090 men now being planted in South Africi.

General Botha says that he is prepared to submit a report to an impartial com mission respecting the pumber of ruined farmsteads in his native land.

It would help to smooth matters if the delegates in Europe, Messrs. Fischer, Wessels, and Wolmarans, are allowed to return to South Africa, and complete amnesty to the rebels would be a potent means os removing racial estrangement.,

Mr Chamberlain's Tour. Oct, 29.-General Ben Viljoen de livered a tactful lecture at Dublin yester day. He said he avoided inciting a noisy minority, and rejoiced at Mr Chamberlain's proposed visit to South Africa. He hoped Mr Chamberlain would judge everything for himself, and not listen to the ex tremists,

Mr Chamberlain's projected visit is allay- inst. says:-Good music and a good objecting the tension throughout South Africa,
