The Somaliland Difficulty. London, November 4.--Router wires from Aden that there is a bazuar rumour that the Mad Mullah bas raided an outpost near Bohotle, capturing an important camel transport. Reuter further wires from Aden that Colonel Swayne has been readled to act as Adviser to the Foreign Offico. Brigadier-General W.H. Manning, Inspector General of the King's African Rifles, is at Berbera, superintending the preparations for the advance, which will commence six weeks hence, when it is expected that Colonel Swayne will have returned. It is proposed to create bases both at Berbera and Illig. Native levics and African Protectorate regiments are being utilised in preference to Indians, who will possibly hold the communications. By November 27, the force will amount to 1,000. The employment of a large force is discountenanced. The exclusion of the Indians who arrive before East Africana involves a delay in the operations, enabling the Mad Mullah to assert his influence.

Imperial Fiscal Federation. The Blue Book on the Colonial Conference confirms the statements telegraphed on the 12th and 14th August regarding the pre- ferential tariff resolution. It is recognised that general Free Trade is at present im- possible, but the Premiers have urged the Imperial Government

to grant to the

Colonies preference by exemption on the reduction of present or future duties. The Premier of Canada has agreed to re- commend the existing preference of 33 per cent, with an additional preference on selected articles. New Zealand agrees to a general preference of 10 per cent. The Cape and Natal to 25 per cent.

Against the Greek Tenots.

The Grand Duke Paul was dismissed be. cause of a mesalliance with Baroness Pistol- koff, the divorced wife of Adjutant Grand Duke Vladimir.

In Jail Again.

Mr William Redmond, M.P. landed at Kingstown this morning, and was im- mediately arrested. He will undurgo six months' imprisonment for intimidation, to which he was sentenced in September, in default of finding sureties.

More Money for the Cape. An additional estimate of eight millions sterling has been issued for granting aid to the Transvaal and Orangia to the 31st March, 1903. It includes the funds of three millions and two millions mentioned on the

THE RAVAGES OF WAR.

Of war's ravages dwellers in South Africa know too much, but fortunately not all. Thero surely is nothing more depressing than the spectacle of burnt and looted villages and farms, vineyards and fruitfül felds wasted and spoiled, with here and there rusted and abandoned ma- chinery. Of all these horrors this continent can furnish examples enough and to spare; yet when compared with the desolation which mark- ed the track of the invading army through highly-cultivated and populous France in 1870-71, there is scarce a sign of damage in the theatre of the late war.

The war waged by diacase' against man is in many respects like the war waged by mun against man. Its most important difference is that it knows no peace, but fights ceaselessly until it elays or is slain. It knows notbing either of armistice or compromise

There could surely be no greater torturo than to slowly starve to death in the midst of plenty, writes Mr. J. Kelly, of Dobson Street. Port Elizabeth, S.A., on March 12, 1902; yet that was the fate which once stured me in the face. For thirteen years I was afflicted with tapeworm, and from being a strong and healthy man declined to n state of weakness and pina- ciation. I derived little or 10 nourishment from food and my consequent lossitade ren. dered we quite untit for my ordinary daily work. I was living at Durban at the time, and the doctor who had charge of my case there tried several methods to free me of my trouble, but was powerless to effect that which Mother Scigel's Creative Syrup afterwards so speedily accomplished. A strong military guard at the former port. has been placed around the waterworks and the Mariquina Valley from which the city's supply is drawn.

of observations taken by means of an au. tomatic tide-recording machine in the Wa. ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.

The zero of the table is Low Water Or dinary Spring Tides, which has been found

to be 2 feet below mean sea level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 5 ft. 7 in., and on the gauge at Lamont Dock, Aberdeen, add 12 ft. 9 in. to the height
