But while foreigners had built about 1000 miles, and had about 100 more under con- struction, the English firms had only 10 miles finished. Capital alone was wanted. The concessions held by English firms were among the very best iu China. In the battle of concessions we had then done well, and in the question of territory we had done so well that what was wanted was not more territory, but the development of what we possessed. The extension on the mainland opposite Hongkong was most valuable, as he could personally testify, having walked right across it. It gave not only ample room for the further commercial development of that most wealthy colony, but also an admirable exercise ground for our troops and practice ground for the Navy, Then again, the lease of Wei-hei-Wei was most important, and gave great possibilities for the future, which he would not now discuss, as this matter was receiving con- sideration. He only hoped that the Colonial Office would not usk Mr Lockhart to make bricks without straw. But this brought him to another point, and that was the necessity of supporting, heart and soul, the representatives of the King, the great pubic servants in the Far East. There had recently been
A GREAT CRY FOR STRONG MEN, for men like Lord Dufferin, Lord Cromer, and Lord Pauncefote. He could assure them that they had lots of capable men on the spot. He could speak from a recollec- tion of Lord Ampthill at Berlin, Lord Dufferin at Paris, Sir William Whitu at Constantinople, and Lord Pauncelote at Washington. For instance, in Sir Ernest Satow nt Pekin they had astrong man, quiet, resolute, and tonacious, with a thorough knowledge of the Far East and a special knowledge of our now ally, Japan. Sir Ernest had held a series of most difficult posts, and in the short time he has been at -Pekin, has established the most remarkable

He could assure them, again, there was nothing foreign Governments feared so much as the sus- tained attention of the English public on great question or their sustained support of their representativo. But Sir Ernest Satow was not the only great public ser- vant in the Far East; there were many other capable men like Mr Fraser, the Con- sul General at Hankow, Sir C. Warren, the Consul-General at Shanghai, Mr Stewart Lockhart, the Commissioner of Woi-hai- Wei, not to mention a man who had done excellent work in the past, Sir Claude Mac- donald, at Tokio. The recent piracy case on the Canton river proves that the reckless spirit of these nefarious scoundrels is still un- broken, and that it is only their in- ability to board steamers, to rob and murder, which prevents them from per- petrating other deeds of horror. It is probably true that many serious rob. beries

Yet the Chinese authorities know of these piracies, and profess to attempt their suppression. Recently, we happen to know, a new departure was made to intimidate these robbers, have been erected at different spots, along the banks of the rivers of the Canton delta, where a certain number of so-called soldiers are stationed, whose supposed duty it is to prevent these

ANOTHER GREAT FIRE.
In the case of Napoleon, the fiction of the stage has been more generous and more just to him than that of the three volume and more concise latter-day novel. And to our mind, Mr A. G. Wills, in d.. Royal Divorce, he come nearest the popu lar taste. He has gone right into the hoart of the domestic problem of the Master of Europe, and in the five acts we get glimpse of the strength and the weakness of his character. The dramatist believes in throwing history to the winds, when it suits him; just as Macboth sent physic to the dogs. And so we have the fond and beautiful Josephine with as from the first scene at Fontainebleau to the final farewell on the deck of the Northum- berland. It is needless to enter into the story itself. Let us speak of the playing of it.

The scenery used gave the requisite setting for the gonerals, statesnion, queens and maids of honour. The costumes were correct, and those of the ladies distinctly pretty, whilst a delightful ballot tripped the light fantastic in the Fete scene. Miss Janet Waldorf, as Josephine, gives us
