A TONIC FOR THE PESSIMIST,

not to lose a

It is good to see ourselves as others 480 us. Once in a way, indeed, it is pleasant. Those melancholy pessimists who affect to regard England as going to the dogs may find a tonic for low spirita in an article in the current number of Scribner's Magazine, by Mr Walter Wyckoff, entitled, "Among London Wage-Earners.'. We have over and over again pointed out in these columns that while it is necessary trick,' in the great game of commercial com- petition with rival nations there is no reason to regard the future with anything but cheerfulness. Facts and figures not only confirm our present prosperity as a na- tion, but never were our prospects better in regard to the future. There is evidence on all hands not only that employers are becoming more and more in sympathy with the honourable claims of their men, but

that the employed are taking a broader LEVER

view of their duties to the country. It rests largely with the working mon whether Great Britain shall keep abreast with the severe competition that is met with in every direction, but that we shall keep the lead pessimists say we have lost, which we have not, by a long way. We believe the men will be found equal to the demands of the masters, and our optimism in this respect is endorsed by the American writer in Scribner's who thoroughly understands the economic conditions-of-the-two-countries. The present prosperity of Great Britain,' he says, 'is without parallel in her history,' and, while admitting the keenness of the competition she has to meet, he says, what- ever be the outcome of the contest, Great Britain has entered upon the struggle with huge stores of wealth and with a reserve of industrial strength which much stand hor

Bir Ernest Satow.

In reference to Sir Ernest Satow's recent refusal to attend the reception at the Imperial palace, the Peking und Tientsin Times says:-As the

native

papers are commenting on the absence of His Majesty's Minister and the gentlemen of the British Legation from the audience last Saturday, and are assigning it to wrong motives, we have no scruple in breaking the reticence which we meant to observe on hearing of the facts on Sunday last, We believe the following represents the essential points of the case with fair documents accuracy :—In the official

transmitted to Sir Ernest Satow by the Wai Wupu on the recent murder of British subjects at Ch'ènchou in Hunan, there were certain characters used in connection with the British name that our "Legation people deemed objectionable, if not posi tively offensive. The Minister drew for mal attention to their presence, and ceived what he deemed an inadequate explanation of apology. Sir Ernest in- ..stantly took the only course open to a Minister with any just sense of the dignity of his Sovereign and his mission, and We absented himself from the audience. fect that in this Sir Ernest Satow has earned the warm support as well as the gratitude of every self-respecting Briton in Wo have no China and the Far East, doubt the forwarding of the unbowdlerised documents was a sheer inadvertence, but surely when the gaucherie was observed and commented on, the Chinese had no option but to apologise and to do so hand- somely. The downright stupidity of actions like this does them unspeakable harm, and they would do well to put a rigid taboo upon all indecent (in the proper sense of the word) phraseology in official dispatches, whatever may be said in the covering

Jetters.

H

AVING been confined to the house for sonic time with Influenza and Bronchitis, and tried several remedies with very little benefit, thought I would try a bottle of Stearns' Wine of Cod Liver Oil, and am glad to tell you I feel considerably stronger for it, and have gained flesh. I think it is a splendid preparation, pleasant to take and easy to digest. I shall recom- mend it to any of my friends, as so many people will not take Cod Liver Oil on account of the tasto, which is imperceptible in your excellent Wine.

The firm of L. Vrard & Co. have under their control-a large number of Chinese Mining Concessions located in Human and the adjacent provinces. Sixteen of these Concessions are approved and confirmed by The BEST Medium for the competent Authorities in Hunan, and arrangements have been made with the Chinese holders for the transfer of their agreements with the Vendors to the Com- pany.

Although no systematic development. work up to the present has been carried out on these Concessions, they have been judiciously selected by experts from a very large number of prospected mining districts in what is believed to be the richest part of the Yangtzo Basin. The Vendors, having been the first in the field, have succeeded in securing some of the best and most cove- ted Chinese concessions, where the mineral ores are partly on the surface and promise an extremely successful and lucrativo work- ing.

Mr S. A. Joseph-Is it absolutely call up the 50 cents in January? If our crushings should give satisfactory results do you think it might be conveiuent to postpone the calling up of the 50 cents till some timo after the Chinese Now Year?

The Chairman-I wish I could answer in the affirmative; but, Mr Joseph, I am sorry to say there is too much uncertainty for me to pledge myself or the Board to any statement as to the time the funds will last. It takes time to raise this money- to get it in. You have to give long notice before, and you have to set in motion the machinery for getting in the call; and all this takes time. Shareholders do not all pay up with alacrity. They require to be reminded many times. If it is the sonse of the meeting to substitute 25 cents for the sum of 50 cents in the resolution I have no objection, either on my own part or on the part of the Board to accept such an amend- ment. It can easily be dono. But I think it would be better to fix the call for the date already proposed.

CORRESPONDENCE.

THE WATER SUPPLY. To the Editor of the Cmina Mail.' Hongkong, November 8,

SIR. The general topic of the day amongst the Chinese community is how to get water, and my places at Des Voeux Road West and Eastern Street are without a single drop since the 1st instant.

During the fortnightly interval elapsed 3 since last writing on the 24th ultimo, a fair demand for tonnage for prompt loading has 1 kept the market firm, and all ready and handy-sized boats not already previously disposed of have secured fair rates. For forward, end of the month and December loading, there is little enquiry, and hardly any business done so far.

'An Old Resident' has the thanks of

the Chinese for his letter in your issue of the 6th inst., as he has rightly expressed their grievances. I hope the Government will pay some attention to his remarks, and adopt other means by which the. Chinese may get water for domestic use, if the Hongkong waterworks are solely to benefit Europeans in time of drought. Yours,

SAHARA.

From All appearances the Saigon season draws fast to its close. According to Messrs Wm. G. Hale & Co.'s latest rice circular, it is thought that stocks now remaining in the interior are hardly adequate even to dealers' existing engagements. As for the new crop, it is stated it will be late, and new grain is not likely to be lit for export before February-March.

From Bangkok to this, some charters have been done of small boats for prompt, at 32/27 cents, trarket closing

To load at Wuhu for Canton, fresh demand has been in evidence, and offers have been made at about 27 candareens, usual terms as to returns to charterers and despatch. There has been no actual business reported, though.

From Nowchwang, quite a number of further settlements is on record at about 40 cents per picul for Canton. For Amoy the same rate has been paid. Suitable tonnage has been difficult to procure, and is now about unobtainable, and whilst the port will be icebound by about 20th inst., there is, for that reason, not much more chartering to be expected.

From Iloilo to Yokohama, a steamer has

been secured for a cargo of sugar at 24 cents per picul.”

As for Java sugar freights, the rate for Hongkong for prompt, may be quoted at 22 coats, and at 20 cents for December.

Coal freights have a fixture. from Hongay to this at $1.80 per-ton. Rates from Japan (0 latest show a considerable advance quotations, with business done from Moj to this at $2.60 and $2.65 per ton.
