The prosaic Directory gives the name of one German and three Japanese as constituting the whole, non-Chinese- trading population of Shasi. We suspect that a strange glamour has been thrown over one of the recently opened Yangisze porta that a visit to the place would disillu- tionize. We are not, however, like the ill-conditioned Mr Blotion, who, after Mr. Pickwick had removed with infinite care his precious find of a stone with a curious inscription, went to Cobham village at the wrong moment, and as a result of his visit asserted that the much-talked-of inscription had no legitimate interest for historian or antiquarian. MR H. E. Pollock has addressed two letters to us in reply to our criticism of his proposal for the creation of a Muni- cipal Council for Hongkong. He dis. agrees with us on certain points. We did not expect him to agree; and as he has failed to convince us that we were wrong we still hold to the opinion that Municipal Council cannot be a suc [erss in Hongkong under existing condi- tions. Like all other advocates of the Municipal Council, Mr Pollock evades the principle of representation based on taxation.
We must say that we agree with him that it would be unsafe and impolitic to allow the control of local government to pass into the hands of the Chinese. They are not yet,ripe for representative government, as we derstand it in England or Scotland. It

The zero of the table Is Low Water Or. dinary Spring Tides, which has been found to be 2 feet below mean sea level.
To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 5 ft. 7 in., and on the gauge at Lamont Dock, Aberdeen, add 12 ft. 9 in. to the height
given in the table.
