Later on, when the subject had been agreed upon between the negotiators, the foreign residents here again unanimous. ly said that likin could not be effectively dono away with, as the Provincial authori ties would continue to collect it under some other name. In our opinion, however, the high Provincial authorities are anxious to see the evils in the train of this universally condemned system of taxation repioved, is evidenced by the efforts which Chang Chih- tung and the late Liu-Kun-yi put forth in gotting Sir James Mackay to agree to the arrangements for its abolition. We also consider that sufficient precautions have been taken against tho continuation of the tax under other forms or names, as it is clearly stated in the new Trenty that, after the abolition of likin, all future tax ation on goods in China shall be supervised by foreign officers from the Maritime Cus toms. Moreover, the Provincial treasuries will not be affected in any way by the new change, as the revenue, derived from the surtaxes on both imports and exports, is to

the payment of the Boxer indemnity. Since the shares of the indemnity were assigned to the different provinces, other forms of taxes than likin, such as the house- tax, land-tax, opium tax, shop-tax and so forth, have been put in force, and, if we are informed rightly, havo yielded funds more than sufficient to meet tho Provincial contributions towards the indemnitý.

As far as we know, it has always been the practice in the past that the money derived from likin taxation is devoted to the expenses for running the Provincial governments. So, besides such expenses, the Viceroys and Governors should have nothing else to be anxious about, on ne- count of the abolition of likin. But these expenses have already been provided for, in the new Treaty, from the surtax funds. We, therefore, say that we considor their anxiety groundless. If the ignorant Viceroys and Governors continue behaving suitable for storage of coal or any simply excite the suspicion of the already so foolishly as is above described; they will

suspicious foreign merchants, that the likin abolition article stipulated in the 110W Treaty, cannot be effectively carried into operation. Already very much opposition to the new arrangement is reported to have been raised in mercantile circles in Russia, Franco and the United States of America.

Canton daily from all parts of the province are most distressing, The Ko Iu district, standing high, is one of the first to feel the pinch of the coming famine. They have begged and obtained permission to be. let off their share of the indemnity for the third quarter.

The Canton benevolent societies are at work, but they must devise better methods of administering rolief. In the struggle to gain admission to the office where the rice is being distributed, it is only the strong who succeed. Many people, who are not really in want, are availing themselves of this charity.

The Colonial Secretary proceeding, said the erection of a temporary shelter at Blake Pior was also suggested, and the member for the Justices suggest- ed that the supplies of subsidiary coins should be largely increased.

Finally, a desirb was expressed by the member for the Chamber of Cominerco and the member for the Justices to have the correspondence that has passed between the Secretary of State and the Officer Ai. ministering the Government regarding the recommendations of the Public Works Commission communicated to the members of this honourable Council. I promised, sir, to look into the matters I have men- tioned, and I have already taken steps, with your Excellency's permission, to make arrangements for hon. members to see the correspondence referred to.

The Colonial Treasurer seconded the motion.

Mr May I think that what the hon. member says is the case, sir. I see no serious objection to making it the 1st of January.

The amendment was agreed to, and the Bill was read a third time.

Mr May: So they were. Mr Playfair With all due deference to the Colonial Secretary he rushed us through ut a tremendous pace. I quite understand his anxiety to get through with the busi ness as quickly as possible, but that is no reason why an error should be allowed to pass now.

Mr May: Had my attention been drawn to any undue haste at the time, I would have gone slower

Mr Playfair: You raced us along at about fifty miles an hour (laughter).

Mr Rumsey: How very helpless that they could not stop themselves from being rushed.

Mr Playfair : You don't help us very much anyway. (To His Excellency) We- were very much rushed, and this item

escaped me.

His Excellency sent down for informa- tion as to what amount the increase would probably realise, remarking: If you were rushed before, Mr Playfair, that is all the more reason why we should go slowly in making any change; now (laughter),

2. The report shows that while there is no necessity at this port for pilotage pro perly so-called, a demand oxists for

(a) Chinese capable of berthing along side the private wharves of the Wharf and Godown Company the comparatively small number of vessels which use those whirves; (b) Men who have a local knowledge of tides;

(c) Men who know the position of ships which may be in Harbour at any particular time.

3. The first of the above indicated qualifi- cations is one which no one should be asked to guarantee unless after ample personat observation of the capabilities of the person guaranteed. No examiner, unless he had frequent opportunity of observing the prac- tical work of the candidate, could give a certificate vouching competency in the qualification demanded.
