THE SUCCESS OF GERMAN SHIPS.
Looking back, one can hardly avoid the thought that the premier position in the North Atlantic trade has been wrested from us largely by the enterprise of German shipowners, and that it is not due to the
superiority of her naval architects or the greater skill of her marine engineers: The management of the German shipping business has been admirable. The com- panies have had the courage to build vessels of the highest speed, and they have run them with punctuality not second to that observed on British lines. By attention to passengers' needs, by the politeness of their servants, they have gained the good: will of even those belonging to the nation ality they have supplanted. Their ships are managed like a good hotel, in which the comfort and happiness of the pass- engers is considered as well as their safety, In fact, cach person who travels recognises that he is looked on not simply as a unit of passenger complement-a parcel of live freight-but a guest whose "pleasure is worthy of consideration. Old voyagers says Engineering will remember, in the days gone by, how a trip across the At- lautic by the then paramount line was like going back to school, with the purser as head master and the stewards as ushers.
From the 1st October, at 2 p.m., to the 8th, There were regulations at overy turn, and they were enforced with a severity that was more than Draconian, for it was Scotch. Grown people object to this kind of thing, a And when the White Star aruse and offered a gentler rule, its future success was assur- ed. The feeding department, too, fell very far short of perfection. There was a rough plenty, but the sweet things were very sweet, the stodgy things very stodgy, and
very tough things
though. It consolation to have turtle was little soup on Sunday. and
be told that we were better off than our grand- fathers, who lived before the
uses of ice and tinned provisions were recognised. These things may appear trivial, but on a voyage one, has time to notice trifles. It

was attention to them that laid the founda- tion of success for the foreign vessels. Having made a start, the Germans urged the pace, spending money freely and build- ing finer, larger, and faster ships, so that they now have a secure hold upon trade in which at one time the majority of our ship- owners would have laughed at the idea of them gaining a footing. Reference may be inade to two other advantages which the German shipowners possess. One is that their ports supply an outlet for a wider field of emigration, though one can hardly suppose that abnormally fast ships should be built for ateerage passengers, whose food is nut costly and whose time cannot be very valuable. The remaining advantage is the great interest taken in German shipping by the head of the State. The Kaiser is the first great monarch to re- cognise in a practical manner that the victories of the future are not being pre- pared in chancelleries and parliaments so much as they are in the workshops and factories of a nation. It is an old ex- pression, the sinews of war,' but year by year money is becoming more and more the necessary foundation of military success. Moreover, sea power is recognised as a factor, even for necessary with more land frontier than line; and for a powerful flest not to be too heavy a burden, a ship, building and engineering industry is needed to supply matériel, and a ship-owning in-

congr.
CHAMBERLAIN'S Pain Balm is a
and, while adapted to all the ordinary uses of a liniment, has qualities which distinguish it from other remedies of this class. Pain Balm is especially benefi- cial for rheumatism. Thousands of casES- can be cited in which it has effected a cure when the sufferer had previously tried the bost medical service without securing relief, Pain Balm is positively guaranteed to give relief in the most severe cases of chronic or
acute rheumatism.
Pain Balm heals bruises, burns and scalds in less time than any other treatment. It is antiseptic' that is, it prevents putrefac- tion and by so doing, generally prevents an unsightly scar remaining after the injury is bealed. For lamo back, lumbago and new ralgia, Pain, Balm has no equal. It has the quality of getting to the right spot. No. sufferer from these distressing affections should defer a trial of this remedy, One" application gives relief. Try it For sale by All Dealers; WATKINS Ltd., General Agents.

dustry to find men. How far in excess this applies to our insular kingdom, with its vast dependencies all over the world, need not be urged. In fact, wo can hardly picture Great Britain without a paramount marine industry, Lord Brassey has re- cently told the country that its sea-carry- ing trade is secure. It is a pleasant thing to say and tends to popularity, but his lordship gives no ground for his assurance. Much the same thing was said of the Atlantic passenger service, of the iron trade (the United States now make more iron in six months than we do in a year), and, doubtless, of certain other branches of commerce in which we now feet Diost strenuous opposition from abroad. The business of the Atlantic lines appears to be now dividing itself into two branches. These excedingly fast ships carrying only passen-
gers,
the slower
cargo and vessels of almost passenger length, but
greater placement. In spite of all that is said about the costliness of high speed, we cannot affirmi, in the face of the German example, that high-speed ships are to die we should abandon com- out. Is it necessary petition on this line, and leave the field to foreign builders and foreign owners to con- tend upon? Moreover, if they are to beat us in one branch, ate we by any means Ercure that they have no chance in competi tion in another? These questions are of think it would national importance; and we

DOES IT PAY ? ·
Does it pay, I wonder, to toil for gold
Till the back is bowed and bent,
Till the heart is old and the hair is white
And life's best days are spent ;
Till the eyes are blind with the yellow
dust
That we strive for day by day,
Till all we hear is the coin's dull clink;
I wonder does it pay?
Does it pay, I wonder, to strive for naught
But the pleasures life will give,
To dance all night and to dream all day,
To bo merry while we live,
To work and worry and fume and fret
Over what we shall wear to-day,
What we shall eat and what we shall
drink;
I wonder does it pay?
Doo's it pay, I wonder, to give our strength,
The treasures of heart and brain,
The gift of the gods and the skill of hand,
For that which brings no gain;
To labor for that which is bread alone
And the things that pass away
Till the heart is full of an aching void,
I wonder does it pay?
Does it pay, I wonder, to never stop
In the ceaseless rush and care
And list to the songs of bird and brook
Or wander through woodlands fair;
To never think of what lies beyond
The narrow sphere of to-day
Till the new life dawns on our untried
souls,
I wonder does it pay ?;

As regards chartering from Saigon to this night ago suddenly gave way to a marked improvement, and, under the influence of a very firm local rice market, rates jumped from 14 cents to 10 to 17 cunts per picul, and a good many steamers were settled on that basis. Unfortunately, these spurts' nowadays, seldom prove of long duration, as dealers at Saigon are invariably raising prices to such an extent that a regular business at the improved rates becomes impracticable again. In consequence, a lull has set in once more at time of writ ing, and a few handy-sized boats which could be had at 163 to 16 cunts per picul for prompt loading have no takers. the instigators of this evil deed are in pri- son waiting their sentence. One waits with interest to see if justice will be done. There are other less well-known cases where men have suffered at the hands of an absolutely blind and ignorant populace. I give the above fully, for it has an

But surely in the name of commonsense it is time that people knew that, take away the restraining cause, there is enough ignorance and superstition anywhere and always in China to do away with every person or thing that does not fit in with their preconceived notions.
