The Handelsblad strongly depuiliates the utility of a Dutch-German alliance for the protection of the Dutch colonies, and argues that it would be better to lose the colonies than for Hollamil ta ku so her inde- pendence. The same jouimal states that The German fleet would have no ch‐rice of succoss if Australia, Great Britain, and Japan really threatened the eastern clonies of Holland.

August 30.-During the course of the debate on the General Indemnity Bill in the Cape House of Assembly Dr Jameson denounced the unholy compact between the Ministry and the Bond. A MOUNTAIN MARCH.

The Vienna correspondent of The Standard wrote on the 22nd ult. :-

The very throngli way in which the Austrian Army is trained in marching over all kinds of country is well ex- 'emplified in the recent exploit of the 14th Infantry Regiment, stationed in the Tyrol. This regiment was in- structed from the Headquarters of the Ainy Corps to cross the Zillerthal Alps from Maierhofen over the Schwar- zenstein Glacier to the Ahrnthal, and carried out the order in most unfavour- able weather, the men climbing to an altitude of more than ten thousand feet without any accident or a single soldier falling out of the ranks. The regiment was in full maching order, but the troops, carried alpenstocks as well as the ordinary equipment. The firet day's tunech was from Maierhofen tò the Berliner Shelter Hut, over six thousand feet high, which they reached after nine hours' march in the midst. of rain and snow, This shelter hut, which is the largest in the Austrian Alps, can provide sleeping accommodation for two hundred men. On the arrival

of the Regent forty mountaineers were already there and lying down. Room was cly to be had for oflicers and non-commissioned officers, so that most of the tank and file had to sit crowded closely together all night, as it was freezing cutside and too cold for bivouling. Heavy SNOW fell during the night, and when the Regiment started again, at four o'clock next morning, the conditions were as bad as could be imagi8, including, as they did, thick mist and snowfall,

When, the Regiment, which had twelve mountain guides with it, reached the glacier, after two and a-half hours' march, everyone was roped, each Com. pany being divided into three or four sections of about twenty-five men each. It took four hours, during which an icy wind was selded to other discomforts, to reach the end of the glacier, where the Leipzig Shelter Hut stands, at an altitude of about ten thousand feet; but, as another glacier hand to be crossed afterwards, the men could not be un- roped, and went on without a halt to the Daimer Shelter Hut, which was renched after another hour and n-half. Here the men cooked their dinner after which they resumed the march, and reached St. Jobann, in the Ahrnthal, their next sleeping place, in another two hours. The day's march was there- fore, one of ten hours.

This is the first time that a whole regiment has crossed so high a pass, previous experiments having been carried out only by single companies of Tyrolese sharpshooters.

On the same day, August 13 the 1st Tyrolese Sharpshooter Regiment crossed the Handskebljoch, seven thousand five hundred feet high, from Zimmerthal to St. Jakob, in the Ahrnthal, doing the distance in eight hours without an accident.

The work was looked after by an overseer whose name is Harry Andersen. He was a Norwegian sailor, and he was paid by the Hongkong Land Investment Co. the sum of $60 per month. The work was given to a Chinese contractor-or, rather, to a Chinese con- tractors firm, which consists of two part ners, called the Leung Cheung. There was included in the same contract another twenty houses which wore boing built on the other side of the street. He did not know whether any of the jury were in the Colony when the steamer ing Loong was lost and the captain was tried for manslaughter, or when the Yesso explosion occurred and the engineer was tried for manslaughter, but he mentioned these cases to show that people might be convicted of the crime of manslaughter tough, in the ordinary everyday sense of the word, there was no criminal intention on their part. Nobody would suggest for a moment that in this case any of the parties connected with that building had any intention that those houses should not be properly built; but manslaughter did not require unalice aforethought, either ex- fined as unlawful homicide without malice pressed or implied. Manslaughter was de

aforethought; and it was set down that in a case of the death of any person by rea- son of the carelessness or incompetence of an architect he might be held responsible for manslaughter if he allowed a house to be built in such a way that it fell upon somebody. If, after hearing the evidence, they considered there was any ground for doing so, and they found there was any culpable neglect of duty on the part of the architect or anybody else, from which this accident immediately sprung, that person ought to be found guilty of manslaughter and sent to the Supreme Court for trial. Of course, every act of negligence was not criminal. Everybody in this world was guilty of negligence at some time or other; but it was not every act of negligence that was culpable or criminal. He did not say that the work was scamped for the purpose of putting money into the pocket of the contractor or anybody else, but if the work was scamped then he said that the person who scainped the work, although he had no idea that the house would fall down, would be guilty of manslaughter, and it would be the duty of the jury to find a verdict against that person.

He escaped by the back door. The wind was not very strong.

Sergt. O'Sullivan gave evidence of the finding of the bodies. He stated that the crest of the hill behind the houses was higher than the houses.

LODGE,

1970

In these, or somewhat similar words, runs the old doggorel, which, like a good many of our old saws, contains a certain amount of truth and hard common sense, combined with world-wide application. Even here in the Philippines we feel its force. In a measure, it may be said that owing to the lack of good cooks, we do not live, but rather exist. Especially is this true of those whose means prevent much

Cooks, who formerly were well satisfied with twenty and twenty five pesos a month, now demand all the way from forty to sixty and seventy, and even then their services are given grudg. ingly and arrogantly.
