Some time since, we expressed the opinion (says the N.-C. Daily News) that, however important it was to arrange- re- zulations for a satisfactory settlement of

the Missionary Question, the Coininercinl

Commissioners were not the most suitable ones to take the matter in hand. The British Cominissioners, Sir James Mackay and his associates, seem to have come to | the same view. In the proposed Com- mercial Treaty, Articlo XIII, it is simply stipulated that Great Britain agrees to join

devising means for securing permanent peace between converts and non-converts The Chinese Commissioners, and especially Viceroy Chang Chih-tung, have all alòng been keen on introducing into a treaty of commerce the question of Missions, and of establishing once and forever regulations of control, and most probably of restriction. The article which the British Commissioners have adopted is safe, general, and pre- liminary proposition, and is fair to all British subjects engaged in furthering the missionary interests of this

country. Viewing the matter froin a business or

political standpoint, the interestsof missions have as much right to bo uided as the interests of conimerce, and foroigners in China engaged in the one occupation have us much claim for protection as those engag he sought no special privileges for the ed in the other occupation. There should

Insult to the one will, sooner or later mean insult to the other. Recognition of the one means recognition of the other. Hence it is that if a political commission to consider the various isques and relations of commerce is deemed neces- sary, a political commission to consider the issues and relations of missions is equally necessary. The Chinese officials, knowing full well the existing problems in the case of missions as in the case of trade, have been eager to come to some official decision that would be binding in both cases. mission. This is nothing but fair; and in ENGLAND and AMERICA T locality, away from the din and

fact, any Commission approaching the ques-

tion with preconceived antipathy commis sions would utterly fail in reaching a satis- factory settlement. On the Chinese side if Commissioners could be appointed as versed in missionary problems as have been the present Commissioners in matters of trade, and if they could be aided by two or three foreigners sympathetically associated with missionuries as the foreign gentlemen in the present Commission have been with the merchants, there would be every reason for expecting a satisfactory and successful agreement. Without some such official Commission, duly appointed. by government, no artangement can be binding, and if no arrangement is made, and that speedily we have our strong misgivings concerning pence in the future in China. If the Chinese government wants such a Com-" inission, we hardly see the justice or expediency in our foreign government. refusing to cooperate. Great Britain has now agreed to thus co-operate; the next thing is for our government to make the necessary appointment.

MOUSTACHES IN PERIL.

Max Miqyvesant. Fish was to give a Colonial Fall at New York on Aug. The stately minnet and other fundy daners of allen times were to

be the chief features of this function. Of course, ther costumes and accessories were expected to be historically accurate. Consternation seized the young men whose upper lips are adorned with moustaches, as it was understood that Mrs Fish desired the gentlemen taking part in the function to appear smooth, shaven, as was the custom among their ancestors of Colonial days. It happens Inve worn that many of the men moustaches for years, while others have

Here was an embarrassing situation,

and the question of lady or moustache

became an important topic in the news-

that the ball would last only one night, but a bare upper lip would last for weeks or months. It, therefore, looked as if there would not be enough male partners to go round. Mrs Fish saw the discussion in "the newspapers, and consented to forego historical necuracy so far as niqustaches were concerned. She accordingly made it known that

she did not wish the cavaliors to make

martyrs of themselves, so their minds and moustaches are now at rest..

Complications between Russia and Turkey. September 8.-Uneasiness in Govern. ment circles at Constantinople, regarding the Russian torpodo boat incident, is gen- erally increasing, because of the activity of Russian diplomacy, which is supposed to he intended to engage Turkey sufficiently to prevent the unification of the debt and the construction of the Bagdad railways ; and the opposition of the Albantahs to the establishment of a vice-consulate at Mitro. vitza is accentuating the situation.

One hundred armed Albanians met and captured the Carass party sent by the Russian Embassy, with furniture, to the proposed vice-consulate. They confiscated the goods and reconducted the party to Uskub.

The Porte, moreover, is disinclined to grant an exequatur, as no other consuls are at Mitrovitza.
