This, in all conscience, is not bribe enough for the practical control of the revenue of an empire; and even if the Chinese bureaucrats, whone cupidity and greed are proverbial, were to agree to Russia's demanda, it is hardly to be expected that the other Powers, and especially Great Bri- tain, will stand aside and allow China to be coerced into auch a position.
