Statistics published show that for three centuries previous to 1873 gold and silver maintained a ratio on to the other of, roughly, 15 to 1 in all civilised countries, and in spite of the fact that the output from the mines of both precious metais varied from year-to-year, and from century to century. The maintenance of this ratio was simply due to the fact that mints in all countries were open to the free coinage of both motals, and that the govermenta accepted, without-restriction, as legal ten- der, coin of either metal at this ratio stated.
