HONGKONG, TUESDAY, JUNE 8, 1897. What has been familiarly spoken of as the Light Dacs Commission is published in the last Government Gazelle. It is one of the most "remarkable documents of the kind ever issued by any government:" Of course, the document must be genuine, Learing (as we suppose it does) the seal of the Colony: otherwise its contente might lead to the supposition that H.E. the Governor bad beon poking fun at those residents who take a strong view of the maintenanes of the 'freedom of the port. As the Gover Der has observed he takes overything a law which the Chief Justice says to him, one would have naturally thought a Commission, under the presidency of Sir John Carrington, would have been issued in a form much more wide and general, much lese detailed in its directions, anel jess didactic in style. It may be said, of course, that the members of the Commission are not bound by the instructions laid down in a form so unusual as that now re. ferred to. The main question for inquiry is What charge can be male fairly upon shipping frequenting thin Har- bour. But a perusal of this ponderous document, and a reference to all the alphabetical sabenetions of this State paper, suggest a doubt whether during this century a conclusion to the inquiry could be reached, or whether an inquiry upon the lines indicated is not interminablo, We have known of many officia! modes of randering an inquiry useless, but this is the first occasion whore the result has been rendered impossible by what locks very like ono-vided, impertinent, and impossible in- structions. The members of the Commis- sion, if they sit at all in compliance with this remarkable mandate, will no doubt arrange their own means of arriving at the result that is required. But a pro- liminary objection should, we fancy, be to the needlessly argumentativo taken element introduced into this curious kind of examination paper drafted for the benefit of The Chief Justice, the Colo OUT!
