It is accessory that these bye- should he passed as early as possible, but we think the Unofficial Members were quito justibed in asking for time to considor the new regula. tions, which are of great importance to householders and property owners alike. We boliera we are correct in saying that the by-laws were first considered by the Sanitary Board in Ostuber, 1996, or, exact- fy seven months ago. They were never published, either in the Government Gazeito or in any of the local newspapers, and as the Unofficial Members of the Legislative Council were probably unaware of the nature and scope of the bye-laws, thera was nothing unreasonable in the request for delay to digest and consider the full force of the Sanitary Board's proposals.
