Hongkong Tides
The Tide table given below has been compiled by the Nautical Almanas Ofice in London from the results of the analysis of observations taken by means of an automs tio tido recording machine in the Water Police Basin at Tsim Sha Tsui during the years 1887-8-0.
The zero of the table is Low Water Or- dinary Spring Tides, which has been found. to be 2 feet below mean sea level.
To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 5 ft. 7 ia., and on the gauge at Lamont Dock, Aberdeen, add 19 ft. 9 in. to the height given in the tablo.

KONGKONG, TUESDAY, FEBRUARY 23, 1897.
A Loxton telegram dated Jan. 26 appears in our Australian contemporarius bearing upon the attitudo of the French towards the opening of the West River. The text of the telegram is as follows: France is opposed to the opening of the West River, in China, to trade, unless she is granted. permission to build railways in Kwangtung and Kwangsi.. It is doubtfel if France bas adopted this course of direct antagon- am to British aspirations on the West River, but still we would not be surprised if she had. We have repeatedly warned Bri- tish traders that France would probably. oppose any development of the trada route between Hongkong and the interior of Chins which endangered French dovalop ment on the Tonkin side, and if it be current that France has taken setively hostile stopa to hinder the opening of the West River, the necessity for having a Chamber of Cori. merce hero to look after British interests in surely all the more evident. Somo two year ago the Hongkong Chamber ap. pealed to the Diplomatic Corps to exert its influence with the Tsung-li Yamer in favour of the opening of the West River. Sir Nicholas O'Conor, then British Minis ter at Peking, felt slighted that he should have been passed over, as the British Minister had been gonemliy regarded -as the mouth-piece for the Housing Cham ber, and when he was leaving China to take ap his new dutien at St. Petersburg he
