Whether the discussion was likely to product better results than the usual petitionary form of approaching the Foreign Ministers is problematic; but then the whole situation is pusaling. and if the foreign merchants do not beslir, themselves in the own behalf (und on behalf of the industrial communities in Europe and Americs) there is a danger of farther exactions being raised upon foreign imports without a corresponding mitigation of illegal, andarinic imports. For it would appear from the tone of the Euro- pean Press and public speakers that n feel. ing is growing up that China is entitled to rovision of her laris, and this fooling will be festered by the great financial houses interested in the Chinese loans and the gamniceing Powers and may even go so far as to support the Chinese aspect of the matter to the disregard of the more imediato necessities of foreign trading communities. Before it is setting there will be touch discussion both here and at Home, and it is to be hoped the attention drawn to the illegal charges um foreign imports may lead to a completo revolution in the financial arrangements of China and the settlement upon a proper hasis of the forsign trade with this badly governed country.
