THOSE DEFECTS IN THE San Francisco, June 2.—In regard to the statement telegraphed from Washington to the effect that defects had been discovered in the construction of the new battleship Oregon, Irving M, Haott, head of the Union icon

saya: Upon the return of the Oregon from her famous trist teip in the Santa Barbara channel, we were informed that the superintendent of the shipyard, and two of his sub-foremen, had made a mistake in the dimensions of soms of the plates in the protection deck over the coal

substituted thinner plates of aufficient width, the requisite thickness thus being made up. Instead of three plates of the thickness re- quired by the specifications, there were four, which, though thinner, were in the aggregate the same. Upon being suman- ed before the trial board the three men ro- sponsible frankly admitted the truth of the report, and testified that they had made the substitution of thinner plates upon their own responsibility, and without informing vither the Unlon iron works or Mr Stahl, the naval constructor who superintended the work. As neither the strength nor efficiency of the ship was alooted the four plates they inserted being just a thick the three required by the specifications they had seen no harm in their action, and hoped by this means to cover up a

mistake they

had made in the dimensions of the original plates. When questioned further they stated that they had substituted four plates on caob side over the coal bunkers, and described the location in detall A doen as we could locate the deficient plates and their number we furnished the trial board with a drawing, showing just what and where they were, and ordered thera re- moved and others according to specifications put in their places. Our offer to do this at our own exponse was nodepted by the go erament, and the plates, which were ordered from Pittsburg, left there will be in pisos by the bed festerday, and
