Things are now very much changed. The offi- cial President has developed, not only into an arbitrary representative of offi- cialdom, but into an official who has misconceived his proper position towards the publie of Hongkong. We have already pointed out several reasons why Mr Cooper should never obtain mora power than he at present possesses, and have gone further by suggesting that ho possesses far greater powers now than he knows how to use with discre- tion. The suggestion of adopting the alternative of establishing an Unofficial- majority Board, or of appointing an Official Sanitary Department, must now be definitely withdrawn. With the 187 material which we have to work upon at present, the thing would be intolerable. The arbitrariness of the President, the free bund, which is given bim by the Governor, and the well- knowa bias against the residents with which he has now been innocalated, would be fatal to all confidence in his anagement of a Sanitary Department. A certain lack of that find feeling of fair- play in discussion bus become painfully manifest of late; and, if anything in this Colony is a certainty, it is this,
