W are fast approaching the date at which the plugue becane epidemic in Bougkong in 1804, and the daily re- gister of deaths from plugne does not convey any indication that the disease is being stamped cut. Are we on the verge of another epidemio, and what action is being taken to anticipate it ? this It is a scientific fact that whore an epidemio bas once sceatred it is almost certain to recur within a given number of years. Here in Hongkong the con- ditions favour an early recurrence of the disease. In 1894, it is true the sanitary condition of the town of Vic- toria was probably worse than it is now, but is it even now quite satisfactory? It is difficult to believe that it is, in two years, so completely change as to be invulnerable in this respect that no special precautions should be adopted! 3.30 p.m.-Mesting of Members of The to ward off another epidemio, The Hongkong O-norel Chamber of Com-water-supply cannot, with the rainfall (up to date, be suficient to carry out mercs at the Ci-y Hall.
