made an offer to grant a site and creat generous offer has been renewed, the a building for the College, and that estimated cast of land and building be- ing 840,000. The conditon was and down by the donor that the Government would endow the College with a similar. amount ($10,000), so as to secure the existence of the institution. It may, therefore, be said that, as the gift horse has been saddled with a condi- tion which presents serious considera- tions in these hard time, the three Un- official Members have kicked at the extra forty thousand. Assuming that this is so, the question then resolves itself into this, Is the permanent ordow- ment of the College of Medicine for Chinese worth the money? It must ba admitted that it is not every day such a munificent offer as that made by Mr Belilios is available in a small Colony like Hongkong; and we cannot help thinking that it has not received the hearty welcome which it ought to have done. Most of what has been said about the cfar bas taken the form of pro- 184 posals to modify the conditions. It has been suggested that, owing to the straitened vancial conditions of the Colony, the Government should mean time pay the annual interest on the sum mentioned, and enter into an agreement to maintain the Collegs to that extent (say $2000 a year) so long as it exists. This is, of course, a material departure Belilius' offer, and, as the money would from the original conditions of Mr have to be voted annually by the Council, it introduces an amount of nocertainty which may not meet with the approval of the donor. The proposal Ball Programmes.
