no doubt a necessity for checking the 20reckless consumption of water, but that happens more generally amongst the Chinese than the Europeans. One of the first steps to remedy the present 2/28 defective water supply, is to set up a sufficient number of street hydrants 276, and to allow the Chiness to carry the 2.18 water to their, bouses. That is no more than is dous with the pooror classes in large towns in England and Scotland. It would not be any great hardship to allow the Chinese to do precisely what is done by the British working classes. Several instances have been brought under our notice, where the meter wa grossly inaccurate. But that is a mere detail.
