Probably the great majority of the European com- munity knew no more about Taiping- shan than they know of Timbuctoo or Bulawayo. Indeed, it would be hardly too much to say that their knowledge of these far-away places must have been more complete and more accurate than their knowledge of the central par- tion of the city in which they live. It is impossible to conceive that the Government, or those whose duty it is to look after the sanitation of the Colony, could have known the dreadful con dition of most of the houses in this dis- trict. Why did they not know? The 210 only possible answer to the question is that they did not want to know. It would appear that the owners or losreds of the houses in this quarter had be come convinced that the value of the pro- 1014 perty increased in accordance with the accumulation of fith, and that the scrap- ing of mud from the floors or the removal 101) rubbish and excreta would inevitably lead to a reduction of rente, and perhaps paralyse the property market, so far as the central district is concerned. At all events, whatever may have been the ren- sons for allowing the occupants of thiess wretched dene to make dunghills and cesspools of their dwelling-placer, it has now become perfectly clear that they have to suffer for their sins against the principles of sanitation. The law of cause and affect has not yet ceased to operata and Nemesis, has not retired from business. The worst of it is that

We are glad to see, from the report of the special meeting of the Sanitary Board held yesterday, that the members of that body are beginning to recognise the fact. How ever desirable it may be to prevent a scare among the community on the outbreak of such a fatal disease as that

can hardly be maintained now, in face of the fact that several men and one officer of the garrison have been attack ed. This, of course, makes it all the more evident that it is absolutely neces Aary for Europeans to take every pos- sible precaution against an invasion by the Plague. We do not believe that the danger to Europeans is very great but that there is a certain degree of danger is now beyond all doubt. The Sanitary staff and the Special Com mittes of the Sanitary Board bare been doing their utmost to avert, or at least to minimise that dan ger, but it still exista and may bo said to have assumed a more serious aspect than it has had since the first ap peurance of the Fligue in the coloty: must be said to the credit of the Banita- ry Board that they have now, on fuus realising the gravity of the sit tion, icen strong measures which We hope will be effective ta stamp out the Plague.
