aiready said, a few comparatively unimportant alterations in the taxt of the Ordinance in compliance with sug gostions made by what we may call the Fro-Po Laung-Kuk party in the Gom mission alterations which, in all pro bability, would have been made without any appeal to the Colonial Office The chiaf, objection to the Ordinance, sa Mr Whitohead and Mr Chater agreed, was that it placed the Registrar General in the position of President of the govern ing body of the Po Leung Kuk. And with regard to this point the Secretary of State in his despatch laid before the Legislative Council at last meet- ing simply says It seems hardly Recessary, as proposed by Mr White- head and Mr Chater that, with the view of the Registaar General controlling the proceedings of the Society from the out- side he should be removed from the position of President of the Board in which he is placed by the Ordinance." The opposition has thus come to a some- what dame and impotent conclusion, but although it has resulted only in a con- siderable loss of time and a great dent of unnecessary trouble, it has had the effect, wo hope, of removing any doubt that may have existed with regard to the motives and methods of the Po Loung Kak. The complacent manner in which Mr: Whitehead takes credit for having brought about the amendmente in the bill by his own efforts is admirable in one sense, and as he is a tower of strength in the Council, we shall not find fault with him for doing this.
